This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation number is W9127P-19-Q-008A and is issued as a request for proposal (RFP).


The contract type for this procurement will be firm-fixed price and award evaluation criteria will be based on Lowest Price Technically Acceptable (LPTA). An LPTA quote is one that meets all the technical aspects while being the lowest price quote, IAW FAR 15.101-2. For quotes to be technically acceptable they must demonstrate they can fulfill all the requirements stated in the Statement of Work.


This acquisition is 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. The associated NAICS code is 621112 with small business size standard of $11.0 mil.

The following list of contract line item numbers and items, quantities and units of measure, are applicable to this requirement.

0001 Psychological Health Coordinator - Non personal service; 12 Months. Please see attached Performance Work Statement.
0002 Contractor Manpower Reporting

Period of Performance: 12 months

In order to provide timely responses to all questions, no questions/RFIs will be accepted after 2:00 pm AST on 10 June, 2019. Answers to these questions will be added to this announcement by 14 June 2019.


Offers shall be received not later than 10:00 am EST on 21 June, 2019. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
