PERFORMANCE WORK STATEMENT (PWS)
PROGRAM EXECUTION SUPPORT SERVICES FOR OSAN AB
Part 1
GENERAL INFORMATION
1. GENERAL: This is a non-personnel services contract to provide Program Execution Support services in support of Engineering Flight, 51st Civil Engineer Squadron as defined in this Performance Work Statement (PWS) at Osan Air Base (AB). This service contract is to provide management, tools, supervision, and labor necessary to provide a full range of Air Force Program Execution in support of Engineering Flight, 51st Civil Engineer Squadron at Osan Air Base (AB) as defined in this Performance Work Statement (PWS).
1.1. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Program Execution Support as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2. Background: The subject service requirement is to be supported from contractor for technical labor necessary by execution support engineers, on-site engineering technicians, construction management coordinators for airfield area construction activity. The contractor shall be capable of providing sound and practical assistance while at the same time offer creative and innovative solutions to meet the challenges faced during this period of transition in force structure, limited resources, and changing requirements.
1.3. Objectives: It is expected that the government will need minimum of ten (10 Contracted Man Year Equivalents (CMEs) to support with a combination of on-site and reach back resources to perform the tasks detailed in this PWS. Support will be provided at an appropriate level of expertise from a mixture of senior, mid and junior level.
- Minimum of two (2) execution support engineers
- Minimum of five (5) construction management coordinators
- Minimum of three (3) engineering technicians
1.4. Scope: Contractor shall provide a full range of contractor services supporting programming, drawing drafting, surveying, construction quality assurance, parametric construction cost estimate, market research, maintenance of drawings, inter-agency coordination, asset management to various construction contract, and various administrative missions as described Specific Task in Part 5 of the PWS.
1.5. Period of Performance: The period of performance shall be for one (1) Base Year of 12 months as follows:
Base Year: 20 September 2019 to 19 September 2020 [Tentatively]
1.6. General Information
1.6.1. Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor's quality control program is the means by which he assures himself that his work complies with the requirement of the contract. The quality control plan (QCP) shall be provided with the contractor's proposal and shall be updated within 30 days after award and submitted to the COR thereafter as needed. The Government must review and accept any subsequent changes to the QCP. The Government reserves the right to witness, participate in, or perform any activities associated with conformance to performance requirements. After acceptance of the quality control plan the contractor shall receive the contracting officer's acceptance in writing of any proposed change to his QC system.
1.6.2. Quality Assurance: The government will evaluate the contractor's performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.3. Recognized Holidays: The following days are contract holidays.

(2) Lunar New Year (The last day of December and 1 and 2 January on the Lunar calendar)
(3) 1 March (Independence Movement Day).

1.6.4. Hours of Operation: The contractor is responsible for conducting business, between the hours of 0730-1630 hours, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.5. Place of Performance: The work to be performed under this contract will be performed at 51st Civil Engineer Squadron, Building 600 and construction field within Osan Air Base enclave.
1.6.6. Security Requirements: Appointment is subject to completion of a favorable background checks to determine suitability for this position.
1.6.7. The contractor shall ensure that all personnel accessing information systems have the proper and current information assurance certification to perform information assurance functions described in DoD 8570.01-M, Information Assurance Workforce Improvement Program. The contractor shall meet the applicable information assurance certification requirements. Work on this project may require that personnel have access to Privacy Information. Personnel shall adhere to the Privacy act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
1.6.7.1. Contractor's personnel or any representative of the contractor entering installation/base shall abide by all security regulations imposed by Installation Commander or Base Commander at all times and shall be subject to security checks. Contractor's personnel and property shall be subject to search and seizure upon entering the confines of the installation/base, while on, and upon leaving confines of the installation/base.
1.6.7.2. The training IWATCH/EAGLE EYES/AT Level I shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 45 calendar days after contract award.
1.6.7.3. The contractor shall practice Operations Security. The contractor shall not talk about work outside of the work area nor discuss the work being performed on social media. Unless absolutely necessary to perform the duties stated in the contract, the contractor shall not take pictures of or inside sensitive locations as determined by the contracting officer representative. It shall be the responsibility of the contractor to safeguard all documents provided. Documents shall be stored away from view when not being used. Documents that are no longer needed shall be shredded in an approved government shredder.
1.6.7.4. Key Control: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer.
In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.
The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor's employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.
1.6.7.5. Common Access Card (CAC). Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05. The contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DoD facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures; or (3) Physical access to multiple DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management.
1.6.8. Special Qualifications:
1.6.8.1. CONTRACTOR'S PRIOR EXPERIENCE AND REQUIRED BUSINESS REGISTRATION: The Contractor shall be properly registered to practice law and represent clients under the applicable ROK laws. The Contractor shall have a current and valid certificate of Manning Outsourcing Business Registration (사업자등록증; 종목 - 근로자파견업) issued by ROK Government. The Contractor is expected to comply with all ROK business legal and regulatory requirements. And, the Contractor shall have minimum three (3) years of experience in providing engineers outsourcing experience in construction and construction design field within the last five (5) years. The Contractor is expected to comply with all ROK business legal and regulatory requirements.
1.6.8.2. EXECUTION SUPPORT ENGINEER:
(a) A minimum of a Bachelor's degree in Civil/Architecture/Mechanical/Electrical engineering from a ROKG authorized or recognized college or university.
(b) Possession of Class-1 Engineer License (기사) issued by Human Resources Development Services of Korea (한국산업인력관리공단), or the Certificate of Senior Engineer (고급기사 증명서) or Senior Engineer Pocket Notebook (고급경력수첩) issued by Korea Construction Engineer Association (KOCEA 한국건설기술인협회).
(d) The Test of English as a Foreign Language (TOEFL) score of 600 and higher, or the Test of English for International Communication (TOEIC) score of 750 and higher, or the Test of American Language Comprehension Placement Test (ALCPT) score of 80 and higher. TOEFL/TOEIC scores are valid for two years from the exam date. Capability to communicate with English effectively orally and in writing.
- The Capabilities of Word, Excel, PowerPoint Programs and AutoCAD Program with practical experience.
- Class-1 General Driver's License (1종보통) is required.
1.6.8.3. CONSTRUCTION MANAGEMENT COORDINATOR:
(a) A minimum of a Bachelor's degree in Civil/Architecture/Mechanical/Electrical engineering from a ROKG authorized or recognized college or university.
(b) Possession of Class-1 Engineer License (기사) issued by Human Resources Development Services of Korea (한국산업인력관리공단), or the Certificate of Intermediate Engineer (중급기사 증명서) Intermediate Engineer Pocket Notebook (중급경력수첩) issued by Korea Construction Engineer Association (KOCEA 한국건설기술인협회).
(d) The Test of English as a Foreign Language (TOEFL) score of 540 and higher, or the Test of English for International Communication (TOEIC) score of 700 and higher, or the Test of American Language Comprehension Placement Test (ALCPT) score of 78 and higher. Capability to communicate with English effectively orally and in writing.
- The Capabilities of Word, Excel, PowerPoint Programs and AutoCAD Program with practical experience.
- Class-1 General Driver's License (1종보통) is required.
1.6.8.4. ENGINEERING TECHNICIAN:

1.6.9. Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor shall apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.6.10. Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
1.6.11. Key Personnel: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 0730 to 1630 hours, Monday thru Friday except ROK holidays or when the government facility is closed for administrative reasons.
1.6.12. Data Rights: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
1.6.13. Personnel Requirements: The contractor shall notify the COR when a personnel replacement is required and obtain requiring activity concurence prior to submission to the KO for approval. All requests shall be submitted at least 15 days in advance of the proposed replacement and shall include proposed resume and qualifications.
1.6.14. Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.
1.6.15. Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor's mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may effect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

SPECIFIC TASKS
5. SPECIFIC TASKS:
5.1. Basic Services. Contractor shall provide a full range of contractor services supporting programming, drawing drafting, surveying, construction quality assurance, asset management, to various construction contract, and various administrative missions as described below.
5.2. PROJECT EXECUTION SUPPORT:
5.2.1. Performs a variety of technical works in engineering fields in support of engineer to variety of engineering works either requiring a practical knowledge of procedures and techniques based on engineering principles and skills in applying these procedures or a practical knowledge of engineering functions applicable to a narrow, limited range of activity.
5.2.2. Work may include engineering material testing, construction surveying, engineering calculation, cost estimating, specification writing, engineering research, coordination with and/or surveillance over engineering work, or construction and maintenance projects for technical accuracy; or design of conventional type structures, systems and facilities of construction, alternation, repair or modification.
5.2.3. Uses computer/computer software such as information management programs, computer aided design and drafting (CADD) programs, and project tracking programs to solve engineering problems.
5.2.4. Provide weekly performance report to COR by COB on last day of work week.
5.3. CONSTRUCTION MANAGEMENT COORDINATOR:
5.3.1. Provide technical/administrative assistance in support of COR and Construction Inspectors in Construction Management section of Engineering flight. This service will provide manpower saving to 51st Civil Engineer Squadron and government employees will have efficiency and focus on their own construction quality assurance duties by support of technical/administrative assistance.
5.3.2. The support includes site release coordination with the end-user, road closure coordination, utilities (Power, Water, Gas) outage coordination and public announcement (PA) preparation, construction schedule coordination between the end-user, local government, local utility providers, and assisting daily construction report log. Each task is stated as below.
a. The contractor shall coordinate with the end-user after being notified by the COR of whom to contact. Once the coordination has been accomplished the contractor shall inform the COR of the respective date and for the actual event
b. The contractor shall coordinate with each user who be impacted by road closure and 51st Operation flight to schedule/notify road closures, once the coordination has been finalize the contractor shall provide the data confirming the closure to the COR
c. The contractor shall present upon request by COR to schedule coordination meeting with base users, local government, and local utility providers. The participation of this support will be accompanied with government representatives and the contractor shall support to government representative for scheduling coordination. At the result of schedule coordination meeting, the contractor draft/update schedule charts and submit to COR.
d. The contractor shall accompany with 51st CES project manager, construction manager, and construction inspectors for weekly/bi-weekly progress meeting with U.S. Army Corps of Engineer and ROK Ministry of Defense representatives, and performs to draft/record meeting minutes. Once this administrative record activity accomplished, the contractor shall submit his/her note of meeting to COR.
5.3.3. Support CORs/Construction Inspectors to prepare a slide of public announcement (PA) for road closure & utility outage, construction management status spreadsheet, and maintaining project folders.
5.3.4. Contractor shall maintain and coordinate a variety of project information into the standard office computer applications and 51st CES database programs for the generation, maintenance, and update contract administrative reports in tabular, graphics, or other forms such as construction update slide weekly.
5.3.5. Provide construction and design update slides to COR by COB on last day of work week.
5.3.6. Contractor shall track and monitor contract closeouts for timely completion including red marked working drawing, CADD files, as-builts, and O&M training and manuals,
5.3.7. Provide weekly performance report to COR by COB on last day of work week.
5.4. ENGINEERING ASSISTANCE/SUPPORT
5.4.1. Assists engineer to prepare/review designs and transfer review comments to ProjNet Drchecks system.
5.4.2. Assists to update project status into Automated Civil Engineer System Project Management (ACES-PM) and Defense Enterprise Accounting and Management System (DEAMS).
5.4.3. Provide construction and design update slides to COR by COB on last day of work week.
5.4.4. Works as a member of design team and assists project manager/designer.
5.4.5. Obtains for the project designer all pertaining as-built drawings from the record files.
5.4.6. Conducts proper preliminary and final surveys of the project site in accordance with accepted engineering practices.
5.4.7. Maintains and safeguard design documents and red-lined review sheets developed during the design phase.
5.4.8. Ensures as-built drawings are correctly field and numbered.
5.4.9. Coordinates with all reviewing agencies for signature approval.
5.4.10. Reproduces and forwards the appropriate number of copies of as-built drawings to customers.
5.4.11. Provide weekly performance report to COR by COB on last day of work week.

CONTRACTOR MANPOWER REPORTING (CMR) REQUIREMENT
"The contractor shall report ALL contractor labor hours requires for performance of Program Execution Support Services for Osan AB. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2019.
