The purpose of this Sources Sought notice is to determine interest in participation and to determine the availability of potential small businesses (e.g., 8(a) business development participants, HUBZone small business concerns, service disabled veteran-owned small business concerns, and economically disadvantaged women owned small business (EDWOSB) concerns and women-owned small business (WOSB) concerns) that can provide solution for the Millennium Challenge Corporation (MCC) Procurement Notices Publishing and Electronic Bid Submission Software Service requirement. The information from this market research will help MCC plan their acquisition strategy and requirements development. Firms are strongly encouraged to provide comments, questions, and suggestions relative to the project scope, methodologies and technologies, and approach. Any input that businesses or interested parties would like to provide will be reviewed and considered.

The MCC requires a solution offered as a Software as a Service (SaaS) that can accessed by procurement officials in MCC countries and bidders worldwide.
This RFI is intended to help MCC determine:

a) Availability of commercial ‘International Tenders' platforms for timely publishing of procurement notices and opportunities supported by key functionality such as ease of publishing by purchasers, search, tracking of opportunities, custom alerts, notifications for bidders. Support usage analytics and syndication of content to additional Federal and commercial tender publishing platforms for automated replication of content.

b) Facilitate procurement of goods, works, consultant, and non-consultant services that need to be acquired to implement the projects funded by MCC. Unlike a typical "Procure-to-Pay" cycle, MCC is currently interested only in the "bid-management" component where bidders/suppliers can view the bid documents/RFx and electronically submit bids/proposals/quotes).

Furthermore, MCC seeks to determine whether the solutions are available as a single SaaS application or subscribe two different platforms.
