The United States (US) Government is publishing this notice in accordance with Federal Acquisition Regulation (FAR) Subpart 5.201. This is not a solicitation or request for quotes or proposals and the US Government will not award a contract or purchase order from this notice. The Regional Contracting Center-Afghanistan (RCC-A) Army Contracting Command-Afghanistan (ACC-A) has a requirement to obtain Private Security and Guardian Angel Security Services for the US Government in Afghanistan. The US Government is contemplating issuing a Request for Proposal (RFP) under Solicitation number W91B4N-20-R-2000. In the performance of this requirement, the Contractor shall provide guards and Guardian Angels (GA) in support of DoD personnel, under the authority of the DoD.

The Contractor shall support the DoD by providing a full spectrum of private security functions in support of Train, Advise and Assist operations/missions, other significant military operations or exercises in Afghanistan Area of Responsibility (AOR) to include Temporary Duty (TDY) locations in support of TAA mission requirements. The Contractor shall provide protective services for DoD military and DoD civilian personnel in either a static guard position or GA dismounted, mounted or travel status. Duties will involve protection of DoD military and DoD civilian personnel from hostile acts and hostile intent demonstrated by a hostile actor while positioned at/ during travel to/ while visiting/ from Train, Advise and Assist (TAA) sites and while engaged in the performance of duties at training or advising sites, unless otherwise prohibited by law or the performance work statement (PWS) associated with this action. The Contractor shall furnish all labor, supervision, materials, weapons, equipment, consumables, transportation, logistical support, management, command and control to provide a continuous and responsive protective security services program to safeguard designated DoD military and DoD civilian personnel through the use of specialized, tailored security teams.


The anticipated applicable NAICS code for this requirement is 561612, Security Guards and Patrol Services with a Size Standard of $22.0 million. The anticipated Product Service Code is S206, Guard Services. This US industry comprises establishments primarily engaged in providing guard and patrol services, such as bodyguard, guard dog, and parking security services. The US Government hereby notifies potential offerors that the solicitation and any subsequent amendments to the solicitation may only be available by downloading the documents at https://www.fbo.gov. The estimated length of this contract award is not to exceed 365 days (1 year).


Vendors that want to participate and submit a proposal in response to a future solicitation must have an active registration in the System for Award Management (SAM) database (US Vendors) and the Joint Contingency Contracting System (JCCS) database (US & Afghan Vendors) prior to award. Lack of registration in the SAM or JCCS database will make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/ and https://www.jccs.gov/. It is the responsibility of Offerors to check the named websites for updates on requirements or the solicitation. The Government anticipates award to be made on or about 21 January 2020.
