THIS IS A SOURCES SOUGHT ANNOUNCMENT ONLY - Solicitations are not available at this time. This notice does not constitute a commitment by the Government. The information gathered from market research will be vital in the formation and set aside of status of the solicitation. The Federal Bureau of Prisons has a future requirement for College Accredited College Programs (AOE) for the inmate population at the Federal Prison Camp (FPC) located in Bryan, Texas. FPC intends to provide the provision of three - 36 hours AOE programs for female offenders. See attached Statement of Work for further descriptions of each AOE programs.



Classes shall be taught in three semesters, not to exceed one calendar year, with each semester equaling 12 hours. Specific class schedules will be mutually agreed upon by both parties. The FPC will provide the contractor and instructors access to the computer lab during the following hours: Monday - Friday 7:30 a.m. - 10:30 a.m. and 12:00 noon - 3:30 p.m. Core classes shall be instructed during the following hours: Monday - Friday 7:30 a.m. - 10:30 a.m. and 12:00 noon - 3:30 p.m. and 5:00 p.m. - 8:00 p.m. The schedule will not include federal holidays and sick/vacation time.


The Government contemplates awarding of an indefinite-delivery, requirements-type contract with firm-fixed session resulting from the future solicitation. The contract period shall consist of one 12 month base year with four (4) 12 month option years for renewal. It is anticipated that approximately 3,600 sessions will be needed for approximately 1,800 students per year. A Government solicitation document to provide these services is being developed, and a contract may or may not result.


Market research is being conducted to determine interest and capability interested parties for this acquisition. All information submitted in response to this announcement is voluntary. The Government will not pay for information requested, nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Market Research Questionnaire will be available on Monday, August 20, 2018, and will be distributed solely through General Services Administration's Federal Business Opportunities web site www.fbo.gov The site provides downloading instructions. All future information about this solicitation, including solicitation and/or amendments, will be distributed solder through this site.


Faith-Based and Community-Based Organizations can submit offers/quotes equally with other organizations for contracts for which they are eligible. The response date for the Market Research Questionnaire is Tuesday, September 4, 2018, at 2:00 p.m. Central Standard Time. No collect calls will be accepted. No telephone requests or written request for the market research questionnaire will be accepted.
