Policies or Certificates of Title
: The Huntington District Corps of Engineers intends to procure a contract for Policies or Certificates of Title, Continuations and Owner's Guarantee for the Real Estate Division for the U.S. Army Corps of Engineers, Huntington District. This contract is for title evidence services for McDowell County, WV and other counties in WV, KY, OH and VA as agreed upon between the contractor and the government. Performance will be a one year base period with four additional one year option periods. This will be a performance-based, commercial item, firm-fixed price, indefinite delivery indefinite quantity contract, with a not-to-exceed amount of $950,000.00 over the entire contract period. The contract will be awarded based on the best value trade off method in accordance with FAR Parts 12 and 13, as determined by the contracting officer and has been evaluated as the most advantageous to the Government, all factors considered. All responsive quotes will be evaluated utilizing the following technical factors: (A) Professionally Trained for the Type of Work; (B) Capacity to Accomplish the Work in the Required Time; (C) Qualifications and Capabilities of Personnel (D) Past Performance; and (E) Location in the general area of the project to which the services relate. Technical Factors and other non-priced factors (A) through (E) are listed in descending order of importance. All non-price factors are significantly more important than price.
