This combined synopsis and solicitation is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. It is understood that FBO is the single point of entry for posting of synopsis and solicitation to the internet.

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This synopsis/solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). The Request for Quotation (RFQ) number is N66604-19-Q-0310.

The North American Industry Classification Systems (NAICS) code for this requirement is 541340. The Small Business Size Standard is $7,500,000.00. This action is being processed on a 100% Small Business set aside basis. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Office for Small Business Programs concurs with the set aside determination.

NUWCDIVNPT intends to purchase the following items on a firm-fixed price basis (See the attached Government Statement of Work Document):

CLIN 0001: Patent Drawings Package, Quantity: 1, JOB (Containing 6 patent drawing packages).

CLIN 0002: Data, in support of CLIN 0001.

CLIN 0003: Shipping, 1/JOB (If applicable).

Offerors shall quote all items in accordance with the Government Statement of Work requirements, as listed in Attachment #1.

F.O.B. Destination: Newport, RI, 02841-1708. The required delivery date is four (4) weeks after receipt of order (ARO), or sooner.

Offerors must include shipping costs in quotes, if applicable.

Incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular.

The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The provision at FAR 52.212-2, Evaluation - Commercial Items applies to this solicitation. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items applies to this solicitation. Clauses 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this solicitation. Payment will be via Wide Area Workflow.

Defense Priorities and Allocations System (DPAS) rating is DO-C9.

Section 508: This procurement does not include electronic and information technology (EIT), therefore, Section 508 contract requirements are not applicable.

This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.

This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. In order to be determined technically acceptable: (1) the offeror must quote the required items, meeting the minimum requirements, in the required quantities; (2) the offeror must meet or exceed the required delivery date; and (3) the Government will consider past performance information in accordance with DFARS Provision 252.213-7000, where negative information within SPRS may render a quote being deemed technically unacceptable.

Offerors shall include price, delivery terms, and the following additional information with submissions: Offeror Point of Contact (including phone number and email address), Offeror CAGE Code, and Offeror DUNs number.

Quotes must be received on or before 15 January 2019 at 2:00PM EST. Quotes received after this date and time are late and will not be considered for award. Quotes shall be submitted via electronic submission to Kevin E. Silva at kevin.e.silva@navy.mil.

NOTE:  The technical specification drawings associated with this requirement are labeled Distribution D which means distribution is authorized to the DOD and US DOD contractors with a valid Joint Certification Program (JCP) certification. Only offerors with an active registration in JCP will be provided access to the technical specification drawings. Please visit: http://www.dlis.dls.mil/jcp for further details on the program and registration. To obtain a copy of the technical specification drawings your account in FBO needs to reflect your JCP certification.  The technical specification drawing package is uploaded to the site as an attachment with limited access by JCP certified companies only.
