SCOPE:

The Legend-class National Security Cutter (NSC) is the centerpiece of the Coast Guard's fleet, capable of executing the most challenging operations, including supporting maritime homeland security and defense missions. To support this diverse mission set, the Shipbuilder, Huntington Ingalls, chose the SRC-68 Radio Frequency Distribution System (RFDS).


This Sources Sought Notice (SSN) documents the USCG's need to acquire commercial brand name spare parts for the SRC-68 RFDS for all versions from various vendors in relation to this requirement. The USCG is looking for one vendor provide all of parts on the attached SRC-68 Parts List.

This SSN does not commit the Government to contract for any supply or service whatsoever. Further, the USCG is not at this time seeking quotes, and will not accept unsolicited quotes. Respondents are advised that the United States Government will not pay for any information or administrative cost incurred in response to this SSN will be solely at the responding party's expense. Please be advised that all submissions are voluntary and become Government Property and will not be returned. Not responding to this SSN does not preclude participation in any future RFQ if issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract.


This is a market research tool being used to determine all potential sources that are capable of providing the parts required (See attached NSC SRC-68 RFDS Parts List). The NAICS for this requirement is 334220. For the purposes of this SSN, the USCG is only seeking responses from sources that can satisfy the requirements.


CONTRACTUAL REQUIREMENTS:


The contract is anticipated to be a Requirements Contracts with Firm-Fixed Price (FFP) delivery orders. The period of performance (POP) is expected to be a single five (5) year ordering period. The POP is anticipated to start in February/March 2020.


SUBMITTAL INFORMATION:


It is requested that interested SRC-68 RFDS vendors submit a brief response (no more than 5 pages in length, single-spaced, 12-point font minimum) to the Contracting Officer (KO) demonstrating their interest in providing a quote for the parts defined in the attached SRC-68 RFDS Parts List.


Each response must include the following:


1. Company Name; Company Address; Company Business Size; CAGE code and Point-of-Contact (POC) name, phone number, and e-mail address.


2. Company profile to include number of employees, office location(s), DUNS number, and a statement regarding current small business status;


3. A rough price estimate for delivering the parts defined in the attached requirements. If the vendor is not able to provide all of the parts to the USCG please indicate the reason why.


4. Information that clearly describes the company's ability to provide ALL of the parts required. Included in this information should be any prior/current experience satisfying the requirements of efforts of similar size and scope within the last five years (parts from multiple vendors under one contract vehicle).


5. Any other information the company feels is pertinent to this RFI.
