Base Notice: P-8A Poseidon Multi-Year APY-10 Radar System Production Kits and Support
The Naval Air Systems Command (NAVAIR) intends to issue a sole source Indefinite Delivery/Indefinite Quantity (IDIQ) contract to the Raytheon Company, Space and Airborne System Division, McKinney, TX for the P-8A Poseidon APY-10 Radar Systems Production Kits for Fiscal Year (FY) 20 (Lot 11). It is anticipated that this contract will be a fixed price type IDIQ contract. This procurement is for nineteen (19) APY-10 Radar production kits to meet the requirements for the P-8A Multi-Mission Maritime Aircraft. This procurement shall also contain related support to include Configuration Management; Diminishing Manufacturing Sources and Material Shortages (DMSMS) support for obsolescence; Reliability and Maintainability; Failure Reporting and Corrective Actions (FRACAS); Engineering Change Orders/Proposals; Integrated Logistics Support; Technical Data and Repair of Repairables. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Raytheon Company is the sole designer, developer, and manufacturer of the P-8A Poseidon APY-10 Radar System, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government requirements on a timely basis.
