 This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.

Solicitation number AG-2B46-S-17-0054 is issued as request for quotation (RFQ). The acquisition procedures at FAR Part 13.5 are being utilized. The Government anticipates the award of a firm fixed-price, purchase order. Award will be made to the responsible offeror whose quote responds to the terms of the RFQ and is most advantageous to the government.


The Plant Materials Center (PMC) in West Virginia needs to purchase a no till study plot drill. This equipment is considered specialized research equipment. The offeror must provide literature explaining the capabilities of the equipment offered and how it meets the government requirements. Please refer to the specification in Attachment 1 to this solicitation for a detailed description of the equipment to be purchased, Attachment 2, Pricing and Certifications which are incorporated and made a part of this Solicitation and Attachment 3 Vendor Information (proof of active SAM Registration).


This procurement is being handled on behalf of the USDA NRCS West Virginia State Office (PMC) by the USDA NRCS Contracting Services Branch Team 2, located in the Caribbean Area Office in Puerto Rico. Responses are due on Friday July 7, 2017 no later than 4:30 pm, eastern time. All offers will be mailed to the following address:

Responses to this solicitation may be sent via Fedex, UPS, US Postal Service, Express Mail. Ensure that responses are mailed in time to reach the above deadline.


This solicitation documents and incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2005-94, 2005-95 / 01-19-2017.


This is a 100% set aside for small business. The applicable NAICS code is 333111, Farm Machinery and Equipment Manufacturing, which has a size standard of 500 employees. For more information on size standards visit http://www.sba.gov/size. Active SAM Registration is required in order to be awarded the contract and must me active throughout the period of performance.

Date(s) and Place(s) of Delivery and Acceptance. Equipment shall be delivered to USDA NRCS Appalachian Plant Materials Center, 385 Old Prison Farm Road, Alderson WV 24910. The Plant Material Center Manager, John Vandevender, will inspect and accept the equipment to be provided under this solicitation. Delivery shall be no later than January 29, 2018.


The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The following addenda also apply. Offerors must read and follow these additional instructions to receive consideration:


System for Award Management (SAM) Registration


In order to comply with the Debt Collection Improvement Act of 1996, all Contractors must be registered in the System for Award Management, or SAM (formerly Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA)) prior to award of a Federal Contract. However, due to the need to promptly award a contract after receipt of quotes, registration in SAM, to include completion of the Representations and Certifications, and having a status of "Active" is required BEFORE submitting an offer. For information regarding registration visit www.sam.gov.


Pricing and Certifications


Offerors may utilize Attachment 2 to this solicitation to submit pricing quotations and will complete the following two required certifications: Certification at FAR 52.209-11 Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law (Feb 2016) and the Certification at AGAR 452.209-70 Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction. The offeror must complete the two certifications by reading and checking the appropriate box(es).


c. Electronic submissions are not acceptable.


The Government intends to make an award to the Lowest Price Technically Acceptable based on the equipment features required by the government as specified in Attachment 1. In order to be considered Technically Acceptable, a contractor must provide the following information:


1.SF18, Request for Quotations
2.Literature explaining the capabilities of the equipment offered and how it will meet the government requirements.
3.Attachment 2, Pricing and Certifications. Quotes who meet the required specifications will be deemed technically acceptable. Award will be made to the firm who has been found technically acceptable and has provided the lowest price. Return certifications with the quote.
4.Attachment 3, Vendor Information. Provide evidence that the offeror is registered in SAM showing an "Active" status.


Failure to provide the information stated will result in a non-responsive quote.
