This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

This combined synopsis/solicitation number M67854-19-Q-1536 is a Request for Quotation (RFQ), for a firm-fixed-price (FFP) type contract.  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99.  All responsible sources may submit a quotation in response to this solicitation for evaluation.  The Government may award a contract resulting from this solicitation to the responsible vendor whose lowest price technically acceptable quotation conforms to the solicitation.

This procurement is 100% set aside for Small Business concerns and the associated North American Industrial Classification System (NAICS) code is 336214, Truck Trailer and Camper Manufacturing, and the applicable size standard is 1,000. 

Attachment 01, Statement of Work (SOW), sets forth the work efforts required to produce and deliver the required Mobile Test Facility (MTF). 

Attachment 02, Provisions and Clauses, lists those provisions and clauses that are applicable to this procurement.

Attachment 03, Quotation Submission Form, pricing per each contract line item number (CLIN).

It is the offeror's responsibility to monitor the FBO system for amendments referencing this requirement.  Per FAR 52.204-7 System for Award Management, all Offerors  who provide goods/services to the DOD must register in the SYSTEM FOR AWARD MANAGEMENT (SAM) to receive an award, Online Certifications and Representations are also required.  Failure to comply with the SAM registration may render an offeror ineligible for award.

Offerors shall direct all questions to Jaime Arias at jaime.arias@usmc.mil with copy to scott.p.bishop@usmc.mil on or before 11:00 AM, Eastern Standard Time (EST), May 28, 2019. 

Offerors shall submit all quotations via e-mail to jaime.arias@usmc.mil. ; The Government will not accept quotations later than 2:00 PM EST June 07, 2019. 

Quotation Preparation Instructions

General Quotation Format - Offeror shall submit their quotation in accordance with FAR 52.212-1 Instructions and the Addendum to FAR 52.212-1 (See Attachment 02).  Offerors shall enter the total costs per each contract line item number on the attached RFQ (See Attachment 03 - Quotation Submission Form).  Quotations shall have a cover sheet marked with the title, RFQ identification and classification (i.e. M67854-19-Q-1536 Mobile Test Facility) and Offeror's name.  Offerors shall apply all appropriate markings, including the markings prescribed in accordance with FAR 52.215-1(e), Restriction on Disclosure and Use of Data, and 3.104-4, Disclosure, Protection, and Marking of Contractor Bid or Quotation Information and Source Selection Information.  Documents shall be stamped "Source Selection Sensitive - See FAR 2.101 and 3.104." 


Quotation shall be clear, concise, and logically assembled.  Information shall be single-spaced.  Any font size used shall be large enough to be easily legible with the unaided eye when printed.
