This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation Offutt_Barrier_Reprogramming_2019_July is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-03 (effective 12 Jul 2019). This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 811219 and the small business size standard is $20.5M. The following commercial items are requested in this solicitation:

Service shall be completed within 60 Days ADC


FOB: Destination. Service will be performed on Offutt AFB at Building 1000.
The following provisions and clauses apply to this requirement:

- FAR 52.212-2 Evaluation -- Commercial Items and award will be made to the lowest priced quotation that meets the physical, functional, and performance criteria outlined in CLIN 0001

All firms must be registered in the System for Award Management (SAM) database @ www.sam.gov and shall be considered for award. All quotes are due to POC listed below (preferably by email) by no later than due time of 0900hrs/9:00 AM CST on 2 Aug 2019.

Statement of Work
Mode Addition to Parking Gates B1000
1.    The purpose of the contract is to add an additional option to the Building 1000 parking gate controls (brand is RSS-2000 Barrier System).



2.    The current system was originally programmed by Robotic Security Systems, Inc. 



3.    The work requested is for the programming of operations and does not include any additional material or physical labor.



4.    The requirements for the reprogramming are:


a.    Add a third mode, High Volume with Low Threat, to the inbound and outbound programming of the B1000 parking gate system for vehicular access.
b.    The inbound High Volume with Low Threat mode will lower the barrier and raise the second gate arm, processing vehicles by only using the first arm in each lane.
c.    Once a vehicle is validated, the traffic light will change from red to amber and the first gate arm will raise allowing the vehicle to proceed.
d.    Once the vehicle has cleared the safety loop, the traffic light will change from amber to red and the gate arm will lower.
e.    If a second vehicle is validated while the gate is in a downward motion, the first gate arm will reverse and allow the second vehicle to proceed through the lane.
f.    If a second vehicle attempts to follow the first vehicle through the inbound lane without being validated, the tailgating system will sense the second vehicle and provide an alarm at the touchscreen.
g.    The outbound lane will mimic the inbound sequence of operation, without the tailgating option.



5.    The Government shall provide access and power requirements to the system, which is based on a JAVA app.



6.    Building 1000 is not fully operational, no significant delays or access problems are anticipated.
