This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94, 2005-95. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/far/52. The solicitation number is 140P8319Q0043 and the solicitation is issued as a Request for Quotation (RFQ). The NAICS code is 561621, Security Systems Services (except Locksmiths) with an associated small business size standard of $20.5 million. This solicitation is a 100% total small business set-aside, and will result in a firm fixed price contract to a single vendor determined to be responsive and responsible. The quoter must be registered in the System for Award Management (SAM) website: https://www.sam.gov/.
DESCRIPTION. Contractor shall provide fire alarm and security system monitoring and inspection, testing and maintenance (ITM) for the National Park Service (NPS), Olympic National Park (OLYM) in Port Angeles, Washington. Main headquarters address is 600 E. Park Ave., Port Angeles, WA, 98362-6757. See attached for the Scope of Work, Attachment 1 and all attachments for the full details of this requirement.
ATTACHMENTS for THIS SOLICITATION. There are a total of 7 documents. The SF-18 and Terms and Conditions (Synopsis/Solicitation); Attachment 1_Scope of Work; Attachment 2_Maps; Attachment 3_Device Inventory; Attachment 4_WDOL Wage Determinations; Attachment 5_Past Performance Questionnaire; and Attachment 6_NFPA. These documents may be accessed via the link to FedConnect or by going directly to the FedConnect website at https://www.fedconnect.net. Once at the FedConnect home page, click the Search Public Opportunities Only. Change the drop-down menu selection to read: Reference Number, then type in solicitation number 140P8319Q0043 and click on search. Then, click the underlined text that is the title of the solicitation shown as OLYM Fire/Security Monitoring and ITM. This document should be selected on the right-hand side of the screen. PLACE OF PERFORMANCE. Performance will take place at the Olympic National Park (OLYM) which includes 13 facilities in the Park. See attachments for details.
PERIOD OF PERFORMANCE (POP). Performance of this contract will begin on August 15, 2019 through August 14, 2020 (Base Year), plus four (4) Option Year periods. See attached for details.
US DEPARTMENT OF LABOR SERVICE CONTRACT LABOR STANDARDS (formerly known as the Service Contract Acct) WAGE DETERMINATIONS-applicable to this requirement.
PAYMENT. Payment will be made after services have been rendered, final inspection has been conducted by a designated Contracting Officer Representative (COR) and an approved invoice with noted details shall be submitted through the Invoice Processing Platform (IPP) system as noted in the attachment.

QUESTIONS REGARDING THIS REQUEST FOR QUOTE (RFQ) must be submitted in writing via email (phone or fax questions will not be accepted) 5 days before responses are due. Send email questions to Nadine_Joe@nps.gov and reference the RFQ number in the subject line.
WHAT AND WHEN TO SUBMIT - - CONTENTS OF QUOTE: Examination of Site: Before submitting a quote, each quoter is encouraged to have examined the site to satisfy the existing conditions under which they have pledged to operate or that in any manner might affect the work under this Contract. You may schedule a site visit with the Contracting OfficerB?s Representative, (COR), Jeff Doryland at 360-565-3151 should you choose to complete a site visit. Submit the following to Nadine_Joe@nps.gov by July 08, 2019, 5:00 pm Pacific Standard Time (PS).:
1. Complete box 11b (DUNS#, Email Address, Overall Total) and boxes13-16 of the SF-18;
2. Fill in and complete the Price Schedule in paragraph 06 of this document.
3. Acknowledge any amendments issued IF APPLICABLE;
4. Provide 3 completed projects for experience as noted in paragraph 20A.
5. Provide to your customers the Past Performance Questionnaire in Attachment 5. Your customers will need to email their completed questionnaire(s) by the response date.
6. Submit either the filled out reps/certs provision 52.212-3 manually or note that you have completed the representations and certifications in SAM.
HOW TO SUBMIT QUOTE: Quotes may be submitted by email or hand-delivered by the response date and time. (Hand delivered & emailed quotes will need to be stamped received before the response date and time.) Telephone or faxed quotes will not be accepted. If submitting by email, email to Nadine_Joe@nps.gov and include the RFQ number 140P8319Q0043 in the subject line of the email. If quote is hand-delivered, the RFQ number 140P8319Q0043 must be indicated on the outer envelope as well as contractor' name and address. Hand-delivered quotes may be dropped off at the park headquarters Administration Building at 1008 Crest Drive, Coulee Dam, WA 99116.
