Notice of intent to solicit Polycom open market items on GSA e-buy
The Office of Personnel Management is purchasing Polycom reactivation permissions and training as open market items for administrative convenience after competition of the entire requirement on GSA eBuy. This notice is posted to follow the requirements of FAR 8.402(f).
The open market items to be purchased on the GSA delivery order are Polycom part numbers 4864-05101-004 (qty 1), 4870-00408-802 (qty 20), and 4870-67263-801 (qty 12). Training is required to be complete by 60 days after award and license reactivations are required to be complete by 30 days after award. A solicitation was posted to GSA eBuy and the anticipated award date is July 23, 2019.
The intended source is AGSI Systems, 14152 Milltown Road, Lovettsville, VA.
In accordance with FAR 8.402(f), for administrative convenience, an ordering activity contracting officer may add items not on the Federal Supply Schedule (also referred to as open market items) to a Federal Supply Schedule blanket purchase agreement (BPA) or an individual task or delivery order. Reinstatement fees are due at the time the licenses are renewed and for administrative convenience, will be purchased as open market items in tandem with the license renewals. Not paying reinstatement fees will result in the inability to update the Polycom hardware, negatively impacting the ability for use. Training cannot be completed until all updates are installed on the equipment and must be coordinated and completed in a narrow window of time, prior to NBIB's transfer to the Defense Counterintelligence Security Agency (DCSA).
All responsible sources may submit a quotation which shall be considered by the agency. Responsible sources are limited to small business vendors holding a GSA Schedule 70 contracts that include all non-open market items posted in GSA eBuy solicitation RFQ1376777. Responsible sources must meet all requirements described in GSA eBuy solicitation RFQ1376777.
