Nonpersonal services for maintenance agreement to provide combined services
Performance Period: August 1, 2019 through July 31, 2023 (Base year with 4 (four) 12-month option years) ---- POSSIBLY ONLY 2 TO 3 OPTION YEARS
Description of Work and Services:
• Routine Service provided by original equipment manufacturer (OEM).
• Maintenance Performed in Accordance with OEM Specification.
• Covers scheduled preventive maintenance and corrective repairs.
• Internet based management reporting system.
• Freedom to add /delete equipment at any time through formal modification provided by the Acquisition Office.
• Limited coverage for Rental/Loaners when repairs are needed.
• Corrective repair includes: parts, travel, labor, and return shipping.
• Labor: 24x7x365 at vendor's prevailing labor rates and equipment price list. Before any work is done, an estimate would be provided to the Technical Point of contact, Victoria Pease, and the pricing would be validated for fair pricing.
• The vendor will provide a phone point of contact for the 24x7x365 and a secure On-Line Reporting website.
• OEM technical support for covered service events.
Full Service Maintenance Coverage:
Unless otherwise noted the maintenance program shall cover the cost of on-site repair service, including emergency repair, parts, labor, and travel in addition to preventative maintenance visits per OEM specifications. Limited coverage for Rental/Loaners when repairs are needed. Services shall be performed between normal business hours of 8am-5pm, Monday through Friday unless specifically noted in this solicitation
Software Updates:
Software updates are limited to those which are included by the OEM at no additional cost during corrective or preventative maintenance service visits. These updates typically address errors and/or reliability issues with an existing software license. Elective enhancements, upgrades, or other billable software maintenance shall not be covered under the agreement.
Maintenance Cost Control:
In the event a maintenance or repair event exceeds $7,500, the Contractor shall have access to an Engineering Team that will manage the entire service event. The Contractor shall utilize qualified service providers and parts sources to manage the service event in a cost effective manner, while keeping repairs in accordance with OEM specifications.
The Contractor shall maintain a database of diverse service providers capable of performing service on a billable basis. The Contractor shall ensure that each service vendor operates ethically, performs quality workmanship, and consistently delivers service in a timely manner.
Firm‐Fixed Price Agreement:
The maintenance agreement shall be firm-fixed price and have a common anniversary date for all covered items. The agency may cancel the agreement or selected coverage for any reason via a 30 days written notice. Additionally, the agency may add similar equipment at any time during the contract term.

V. Non-Personal Service Contract Statement
Contractor employees performing services under this order will be controlled, directed and supervised at all times by management personnel of the Contractor. Contractor employees will perform independent of and without the supervision of any Government official. Actions of contractor employees may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulations. The Government will perform the inspection and acceptance of the completed work.
