The U.S. Army Contracting Command - New Jersey (ACC-NJ), on behalf of U.S. Army Combat Capabilities Development Command Armaments Center (CCDC-AC) Materials, Manufacturing and Prototype Technology (MM&PT) Division at Picatinny Arsenal, NJ, is conducting market research to determine the capability of businesses to provide a very high pressure Nitrogen micro-bulk supply system to deliver N2 Gas to an existing Trumpf Laser machine.

BACKGROUND: The MM&PT Division's Prototyping Facility has a need for one (1) Nitrogen micro-bulk supply system to support the manufacture of prototypes for several new programs. This effort will include the purchase, delivery, final installation and training of the system.


The Nitrogen micro-bulk supply system shall meet the following technical performance requirements:


-Supply high purity (99.999% Objective, 99.99% threshold) Nitrogen gas.

-The gas system must have a maximum allowable working pressure of 500 psi and an operating pressure of 450 psi.

-The gas supply at the machine connection point must support a flow rate of 71 cfm.

-Minimum gross storage tank capacity is 2,000 L.

-The tank must be skid mounted, and located on existing 5ft x 5ft outdoor concrete pad.

-Vendor must supply plumbing from tank to equipment connection, approximately 15 ft outdoor and 15 ft indoor. Vendor is responsible for wall perforation.

-Indoor line must have a shut-off valve and terminate in a suitable fitting for connection to the existing equipment.

-Tank must be readily re-fillable by local commercial gas vendors.

-Piping to equipment:
- Oil and grease-free lines made of special quality copper piping ("refrigerator quality", inert-soldered with simple forming gas) are required for the cutting gases.
-The tubes must be processed without oil and grease.
- Swagelok clamping ring screw fittings or constructional equivalent clamping ring screw fittings made of brass are to be used on screw fittings. No press-fitting systems may be used.
- Teflon tape, liquid Teflon, sealing sprays, lubricants and lubricating pastes must not be used.
- Sealing points must be secured with flat gaskets.
- Stainless steel tubes are permitted, but not necessary. If stainless steel tubes are used, stainless steel fittings must also be used.
- The pipe ends must be sealed securely to avoid dirt in transit and storage.

The applicable NAICS code for this requirement is 333249 (Other Industrial Machinery Manufacturing) with a Small Business Size Standard of 500 employees. The Federal Supply Code is 3655 (Gas Generating and Dispensing Systems, Fixed or Mobile). Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.


SUBMISSION DETAILS: Each potential source is requested to provide the contract number(s), dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy the requirement for one (1) Nitrogen micro-bulk supply system. Firms shall also provide point of contact information, where available, for the efforts cited above. In addition, please provide the firm's name and address, point of contact with telephone number and email address, CAGE Code and DUNS number, and size of business (i.e. large, small, disadvantaged, veteran owned, woman owned, etc.).


This is a market survey for information only, and shall not be construed as a request for a proposal or as an obligation on the part of the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited.


The closing date for responses to this request is No Later Than (NLT) July 29, 2019, 3:00 pm Eastern Standard Time (EST).
