Next Generation Jammer Demonstration of Existing Technologies(DET) modification

 The Naval Air Systems Command (NAVAIR) intends to award a modification to L3 Technologies (L3T) 640 North 2200 West, Salt Lake City, UT 84116, under contract N00019-19-C-0014, to modify the current Demonstration of Existing Technologies (DET) effort in support of the Next Generation Jammer Low Band (NGJ-LB) program. This modification will expand the analysis and design of the Controller, Receiver, Exciter (CRE), and Power Generation related subsystems.    Additionally, the contract modification includes tasking for jammer technique development, incorporation of the government's updated Goals Document into each company's design, and environmental testing of the transmitter group.  The applicable NAICS Code is 541715, Research and Development in Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). Research, Development, Test, and Evaluation (RDT&E) funding will be used during the DET phase of the NGJ-LB program. 

This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." NAVAIR competitively awarded DET contracts.  As part of the DET contracts, the Government is obtaining detailed data regarding the proposed pod designs to include a product baseline for the transmitter group. The Government requires that the effort procured via this modification, as detailed in the above paragraph, be derived from the DET contractors NGJ-LB pod designs.  Because designs will vary, use of different pod designs for this portion of the assessment would not allow for an accurate or holistic assessment of technical maturity.  The Government does not have technical data rights in the DET contractors' pod designs sufficient to support a competition.  Therefore, award of the efforts described herein to any company other than the DET contractors would mean the Government would have to repeat testing and analysis already being performed on the DET contracts in order to fully assess technical maturity.  Such efforts would be expected to result in significant schedule delay and duplication of cost that would not be recovered through competition.


The term of the contract modification is expected to be approximately twelve months. This is not a commercial buy and therefore the Government does not intend to use the provisions of FAR Part 12 for this acquisition. This synopsis is published for informational purposes only.
