This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.


The solicitation number W913E520Q0001 is being issued as a request for quotation (RFQ).


The associated North American Industry Classification System (NAICS) code is 332410 - Power Boiler and Heat Exchanger Manufacturing. The small business size standard is 750 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 502-2.


The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) in Hanover, NH has a requirement for a new boiler system for their Main Laboratory.


The primary aspect of this project is focused on the delivery and installation of three (3) new boilers, a boiler feed system, and chemical feed system. To be technically acceptable the products quoted shall be BRAND NAME OR EQUAL to the items outlined in the attached Request for Quote (RFQ), Section C - Purchase Description. To be technically acceptable the products quoted shall be BRAND NAME OR EQUAL to the items requested.


Please reference the attached RFQ for the Purchase Description (PD) in Section C, as well as all applicable provisions and clauses.


Potential vendors will have an opportunity for a site-visit to the CRREL facilities in Hanover, NH on Thursday, 17 October 2019 between 9 am - 12 pm. Contact Terry Harwood (Bartlet.Harwood@usace.army.mil) to schedule a visit and for further details.


The Government intends to award a firm fixed-price contract resulting from this solicitation. The following factors shall be used to evaluate offers:


a) Description of technical capabilities and skills to complete the Government's requirement in its entirety;


b) Delivery Schedule


c) Price


All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The Government reserves the right to award to other than the lowest price if an offer is found technically acceptable and the proposed performance delivery schedule is more favorable than that of other offers.


The delivery date shall be NLT 30 November 2019.


ADDITIONAL DOCUMENTS NEEDED with Quote:


If offering a product other than the Brand Name specified herein, the vendors are required to provide descriptive literature in sufficient detail to determine if the items quoted are technically acceptable, as compared to the salient characteristics delineated.
