The Naval Information Warfare Center, Pacific (NIWC Pacific), formerly SPAWAR Systems
Center Pacific (SSC Pacific), intends to issue Request for Proposal (RFP) No.
N66001-19-
R-0037 engineering services to support the development and sustainment of Navy
Information/Application Product Suite (NIAPS) and other selected application
hosting,
monitoring, modernization, and replication systems/frameworks. NIAPS delivers
maintenance, logistics, administrative, training, and management applications
to users at
sea. NIAPS is designed to maximize the use of limited bandwidth by providing
afloat
units with access to applications while disconnected from the internet. NIAPS
ensures
that data between ship and shore remains synchronized throughout the
replication of
data and applications hosted on NIAPS. NIAPS is a suite of applications and
content,
integrated together and hosted on a single shipboard server. It can be
categorized
as a shipboard intranet web-based information system used to support, collect,
distribute, and display information in a shipboard environment. NIAPS hosts an
intranet
that maintains information such as: training courses, maintenance documents,
data
collection, and morale and welfare information. NIAPS provides content and
information
to the user during times that network access external to the ship is
unavailable. NIAPS
will be phased out in the FY20-24 timeframe and will be replaced by other
services
providing hosting, monitoring, and replication for afloat applications. These
services will
have to be developed, tested and supported on several different Navy networks.
In
addition, current Navy applications require modernization to take advantage of
these new
services.
This proposed single award indefinite-delivery, indefinite-quantity (IDIQ)
cost-plus-fixed-
fee (CPFF) pricing arrangements is the result of the previous Seaport-E task
order. These
requirements are ongoing and are expected to continue into the foreseeable
future. The
anticipated period of performance is a 5-year ordering period. Orders will be
placed
pursuant to the ordering process at FAR 16.505(a). The North American Industry
Classification System (NAICS) Code is 541330 Engineering Services ((Except (a)
Military and Aerospace Equipment and Military Weapons)) and the Small Business
Size
Standard is $38,500,000. The Product Service Code (PSC) for this contract is
J070 "Maintenance, Repair and Rebuilding Of Equipment: Automatic Data
Processing
Equipment, Software, Supplies and Support Equipment. The Facility Clearance
Level will
be Secret. This requirement will be competed as a 100% Small Business Set
Aside.
NIWC Pacific anticipates that the final RFP for N66001-19-R-0037 will be
released around
mid to late November. The solicitation will only be available electronically.
Electronic
copies of the RFP may be obtained from the SPAWAR E-Commerce website at
https://e-
commerce.spawar.navy.mil under NIWC "Open Solicitations." Hard copy versions
of the
RFP and any subsequent amendments will not be available. Firms are
encouraged to review the website regularly for important solicitation
information.
