Purpose for FAACO Amendment:

The Federal Aviation Administrationbs (FAAbs) Communications, Information and Network Programs (CINP) Group provides life-cycle management for the support and transformation of FAAbs enterprise communications services to meet evolving National Airspace System (NAS) and non-NAS requirements. This market survey is being conducted by the Voice Switching and Recording Program Office within CINP. The Voice Switching and Recording Program Office within CINP is requesting information from industry to support future voice communications acquisitions.
In the past year, CINP has released other market surveys seeking information for related but separate activities. Refer to Attachment 1 - Relevant FAA Market Surveys. This market survey addresses the Air Traffic Control voice communication requirement. The FAA intends to engage in a series of industry exchanges in the development of these future acquisitions. More detail will be provided in future FAA Contracting Opportunities announcements (https://faaco.faa.gov).
The FAA is looking for feedback regarding part or all of the strategy described in this survey. Feedback regarding real experiences with respect to the use of VoIP in ATC, industry lessons learned, alternate solutions, and information for existing products is explicitly sought.
This is not a screening information request (SIR) or request for proposal. The FAA is not seeking or accepting unsolicited proposals. The FAA is seeking interested sources that are capable of fulfilling the FAAbs requirements. The FAA may, at its option, invite certain respondents to one-on-one meetings for further questions. Communications with one or more respondents do not necessitate communications with other respondents.
In accordance with A.M.S. Policy 3.2.1.2.1, this market survey is to solicit statements of interest and capabilities from interested business concerns. This market survey also seeks to identify potential vendors for this work, including groups of business teams.

Participation in this market survey is voluntary and respondents may choose to answer all or some of the questions. Submissions in response to this market survey announcement must be relevant to the subject of the market survey and the survey questions. FAA may choose to not review submissions that are not relevant to the market survey. Responses will be reviewed by U.S. Government employees and a limited number of Government support contractors working under non-disclosure agreements. Attachments 2A-2F are available upon request to the FAA Contracting Officer, Glenn Wilson, at 9-AWA-VoiceInfo@faa.gov. All submissions in response to this Market Survey must be in writing and are due by 5:00 PM EDT on August 5, 2019. Submissions prior to August 5, 2019 are encouraged and will be accepted.
