Request for Quotation (RFQ) number is N66604-19-Q-1803.

In support of the Commander Submarine Forces (COMSUBFOR) Project 1319 Systems deployment, the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Code 40 ihas a requirement for engineering and technical services to update Project 1319 Authority to Operate (ATO) cybersecurity certifications, update SSGN Class Submarine Temporary Alteration (TEMPALT) 316.02, update Rapid Fielding TEMPALT (RFTEMPALT) 17001, issue Departures from Specifications (DFSs) for the TDPs as necessary, provide equipment in preparation for system install, and support system TEMPALT installation.

NUWCDIVNPT intends to award a Firm Fixed Price (FFP), completion type purchase order on a sole source basis to American Systems, 2878 camino Del Rio S, Dan Diego, CA 92108 (CAGE Code 1RZB6).  American Systems is a large business under the relevant NAICS Code 541330.  American Systems is the only company only vendor qualified to perform Deep Submergence Systems-Scope of Certification (DSS-SOC) work on DDS modules, as identified on the NAVSEA NOTICE 5000. Per FAR 6.302-1(a)(2), full and open completion need not be provided for this requirement as the services required by the agency are available from only one responsible source.

This requirement is an unrestricted, sole source procurement as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The NAICS Code is 541330; the size standard is $38.5M.

This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Please refer to attached soliciation and sole source justification. Responses to the attached solicitation must be received by 2:00PM EST on Wednesday, 24 July 2019.
