The Naval Air Systems Command (NAVAIR) Patuxent River, MD, intends to negotiate a task order with Lockheed Martin Corporation, Mission Systems and Training (LM MST) 9500 Godwin Drive, Manassas, VA, 20110-4157, on a sole source basis under Basic Ordering Agreement (BOA) N00019-15-G-0010 for Acoustic Subsystem Engineering Services, Hardware and Repair. This aircraft software development effort is for the continued software and hardware technology enhancements, system performance improvements, support of emergent End of Life issues, and rapid prototyping on the acoustic system software in support of Maritime Patrol and Reconnaissance Aircraft. Lockheed Martin Corporation being the developer of the associated hardware and the proprietary software and only source capable of performing the upgrade.

A sole source contract is consistent with the terms identified in this announcement upon the basis of the authority provided in 10 U.S.C. 2304 (c)(1) and implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.

This notice of intent is not a request for competitive proposals. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.

Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
