This is a Sources Sought Notice only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this sources sought notice is to obtain information regarding: (1) The availability and capability of qualified sources/ availability of competition; and (2) the business size and socioeconomic status (e.g. small or large business, HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small business; woman-owned small business; woman-owned small businesses; small disadvantage businesses; or large business), relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The Government will utilize this information in determining an acquisition strategy, including whether a set-aside is possible.

BACKGROUND: The U.S. Department of Labor's Mine Safety and Health Administration (MSHA) works to prevent death, illness, and injury from mining and promote safe and healthful workplaces for U.S. miners. MSHA carries out the provisions of the Federal Mine Safety and Health Act of 1977 (Mine Act) as amended by the Mine Improvement and New Emergency Response (MINER) Act of 2006.
Services are required to support the relocation and management of approximately 70 employees and the functioning responsibilities for those employees from the current General Services Administration (GSA) leased location in Mount Hope, WV (10 Bluestone Road) to 3 separate and distinct buildings (bldgs.1,D & F) located on the MSHA owned National Mine Health & Safety Academy located at 1301 Airport Road, Beaver, WV. The facilities are approximately 15 miles apart.


PURPOSE AND OBJECTIVES:
Provide project management support to the MSHA Relocation Project Manager. Prepare and maintain a wide variety of project management deliverables, briefings, and reports. Provide communication and coordination between the MSHA Relocation Project Manager and all support contracts related to the relocation and decommissioning. Provide status reports, briefings, project schedules, risk management and other standard (as defined by the Project Management Institute, PMI) project management deliverables as described in this Statement of Work (SOW). The contractor shall provide non-personal services labor and supervision to:
• Reuse as much existing furniture as possible after being provided furniture inventory with measurements and photos
• Relocate employees from the Mount Hope WV facility to the Beaver, WV facility
• Relocate gas chromatography lab and equipment
• Manage relocation schedule to align with construction schedule as renovations are being made to the Beaver, WV spaces
• Support the decommissioning of the Mount Hope location in collaboration with DOL representatives, GSA and Federal guidelines and will include support for the disposition of all furniture and equipment as well as space turnover in accordance with lease terms and direction from DOL
• Provide timelines, oversight and guidance through the relocation project from beginning phase through decommission
• Verify and inventory equipment



The Government anticipates awarding a firm fixed price contract for services.
The anticipated period of performance will be for twelve months from date of award.



This notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Quotes or award a contract. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted.


Sources responding to this Sources Sought Notice must submit the minimum information necessary for the Government to make a determination that the source is capable of satisfying the requirements. The response must be specific to the criteria listed above to demonstrate that the respondent is capable. The submission shall not exceed 8 pages.


All interested parties are invited to submit a capabilities statement to Jennifer McKeever at McKeever.Jennifer@dol.gov, no later than July 23. 2019 at 2:00 PM. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the Governments evaluation of the information received. A determination by the Government to proceed with the acquisition is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR QUOTES.
