The Huntington District Corps of Engineers intends to procure a contract for the repair and rehabilitation of pump station #10 for the City of New Boston, Ohio. This will be a performance-based, commercial service, firm-fixed price contract. The contract will be awarded based on the best value trade off method in accordance with FAR Parts 12 and 13, as determined by the contracting officer and has been evaluated as the most advantageous to the Government, all factors considered. All responsive quotes will be evaluated utilizing the following technical factors: (A) Experience; (B) Equipment/Shop and (C) Past Performance. Technical Factors (A) through (C) are listed in descending order of importance. All technical factors are significantly more important than price. Solicitation documents will be available on or about August 26, 2019 online at http://www.fbo.gov. To be eligible, a firm must be registered in the System Award Management (SAM) when submitting an offer and shall continue to be registered until time of award, during performance and through final payment. A NAICS Code of 811310 has been established for this solicitation. The size standard is $7.50M in average annual receipts. This procurement is 100% Total Small Business set-aside. Limitations on subcontracting are referenced in FAR Clause 52.219-14 DEVIATION 2019-O0003(e)(1), the Offeror/Contractor agrees in performance of the contract not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded.
