COMBINED SYNOPSIS/SOLICIATION ‘COMBO':

Mobile Shower-Shave Equipment & Services


i.    This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.


ii.    Solicitation FA4877-20-Q-0053 is issued as a Request for Quotation (RFQ).


iii.    This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2020-01 effective 10 Oct 2019, Defense Procurement Notice 20191001, and Air Force Acquisition Circular 2019-1001


iv.    This is a total-small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 561210 with a small business size standard of $41.5M.


v.    Davis Monthan Air Force Base intends to award a firm-fixed price contract for the following:


vi.    CLIN 0001-Portable Showers & hand wash/shave stations (qty as needed to support 350 personnel)

vii.    Delivery shall be FOB Destination. In addition:


a.    All items will be delivered to Fort Huachuca Army Post, Sierra Vista, AZ


b.    Exact location will be provided upon award.


viii.    The government will place an order with the offeror whose quote is the lowest priced technically acceptable. Technical acceptability is defined and referred to within this solicitation document as the offeror's capability statement to meet the defined salient characteristics of the product or service.


ix.    The Government intends to evaluate offers and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so.


x.    Important Dates/Times (All Times are Arizona Local Time)


a.    Questions are due by 22 October 2019, 12:00 pm.


b.    Answers will be provided by 23 October 2019, 12:00 pm.


c.    All quotes shall be submitted by 24 October 2019, 2:00 pm.


xi.    It is the responsibility of the vendor to ensure their quote was submitted via email on time & review the post for any changes or amendments to this RFQ.
