Meteorological, Oceanographic, and Data Acquisition System Refresh - Coastal Marine Automated Network (C-MAN) Stations

BACKGROUND:

The National Oceanic and Atmospheric Administration (NOAA) National Data Buoy Center (NDBC) is performing a technology refresh of their Coastal-Marine Automated Network (C-MAN) and is exploring options for modern products and services. The C-MAN measure, process, and transmit meteorological and oceanographic data from coastal marine areas to shore side processing centers. The data are then made available to the public for use in marine and aviation applications.


NDBC anticipates refreshing all 45 C-MAN stations with an additional 50% in spares. These stations are located in harsh and often remote marine environments, and routine maintenance/ service is typically not conducted before the end of an instrument's survivability. There are no available utilities at these sites. NDBC plans to own and maintain the equipment.

SUMMARY OF MINIMUM TECHNICAL REQUIREMENTS:


NDBC is seeking the following, either through individual or combined products:


1) Meteorological and Oceanographic Sensor(s) (See Sources Sought Notice NWWG2200-19-RFI-0007).


2) DC power supply for a payload or station platform that 



a)    Is self-contained.
b)    Provides up to 2A at 12 VDC.
c)    Has a nominal range of 12-15 VDC.


3)    Telecommunications equipment that



a)    Accepts data and transmits via satellite. No preferred satellite networks.
b)    Supports two-way communication.
c)    Interfaces with existing shore side facilities.
d)    Transmits at a designated interval.



4)    Payload/ Data Acquisition System that:


a)    Meets the requirements listed in (1) DC Power Supply and (2) Telecommunications.
b)    Has a combination of analogue and digital in/outputs;
c)    Logs and stores data;
d)    Can average and correct data;
e)    Can format transmission messages;
f)    Can perform NDBC specific calculations- i.e. peak winds.


REQUESTED INFORMATION:


Interested parties are encouraged to submit a response, no greater than 10 pages in length per individual requirement, which supports the company's claim that it presently has the capability to provide any of the products listed in the ‘Requirements' section. If there are areas of the requirement that your company and/or perspective team cannot meet, please identify those areas in your response along with amplifying information as to why your team cannot meet the government's request. Specifically, any interested parties are requested to provide the following information:


1.    Name of Company or Firm, address, and DUNS number.
2.    Point of contact name, email, and phone number.
3.    Please indicate the size status and representations of your business, such as but not limited to: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hub-Zone, Woman Owned Small Business (WOSB), Large Business, etc.)?
4.    Is your company considered small under NAICS code 335911?
5.    Are you the manufacturer, distributor, or an equivalent solution to the items being referenced?
6.    What new product(s) do you plan to offer in the future that might affect this requirement?
7.    What is the life expectancy of your proposed product(s)?
8.    How many years of logistical support do you plan for your product(s)?
9.    Do you offer a maintenance contract for repairs or upgrades?
10.    Do you give the end user the ability to update the firmware and/ or software?
11.    What warranty do you provide for the product(s)? Please state the terms.
12.    In what country is your product(s) manufactured?
13.    Include production status and typical lead times.
14.    Provide a price list of your product(s) and if they are on the GSA schedule.

Interested offerors shall respond to the Sources Sought Synopsis no later than October 18, 2019 by 5:00 pm (Eastern Time). Interested contractors must be registered in SAM.gov to be eligible for award of Government contracts.

The National Oceanic and Atmospheric Administration (NOAA), Eastern Regional Acquisition Division (ERAD), Norfolk, Virginia is conducting a market survey to determine if there are commercial products available in support of the National Weather Service's (NWS), National Data Buoy Center (NDBC) technology refresh of their Coastal-Marine Automated Network (C-MAN). The intent of the announcement is to identify sources that are qualified Small Business concerns, including Small Business, Small Disadvantaged, Women Owned and Veteran Owned firms in support of NDBC. This Sources Sought notice is for planning and market research purposes only, and shall not be construed as a commitment on the part of the Government for follow-on acquisition. Respondents are solely responsible for all expenses associated with submitting information to this notice.

The purpose of this notice is to obtain information and identify potential sources as part of the NOAA, NDBC, and Eastern Region Acquisition Division's (ERAD) market research to determine if commercial items or non-developmental items are available to meet the Government's needs or could be modified to meet the Government's needs in accordance with Government's Technical Requirements. Interested vendors are encouraged to register within https://www.fbo.gov/ to receive a notice of availability if and when a solicitation for this requirement is issued.


This notice is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP), a Request for Quotation (RFQ), or an indication that the Government will contract for any of the items and/or services discussed in this notice. The voluntary submission of a response to this notice shall not obligate NOAA to pay or entitle the submitter of information to claim any direct or indirect costs or charges or any other remuneration whatsoever. Not responding to this notice does not preclude participation in any future formal solicitation, if any is issued.
