Meeting, Education, Training, and Collaboration Facility

Sources Sought. This is NOT a solicitation for a proposal, proposal abstract, or quote. The purpose of this notice is to obtain information regarding qualified business sources. The responses to the information requested will assist the Government in determining the appropriate acquisition method. This synopsis does not constitute a Request for Proposal nor does it restrict the Government's ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.


Requirements


a) Background. The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) is an Echelon Four organization of the Naval Sea Systems Command (NAVSEA). NSWC IHEODTD is the Department of Defense (DoD) Energetics Center and serves as its Explosive Ordnance Disposal Technology Program lead. NSWC IHEODTD focuses on the research, development, test, evaluation and in-service support of energetics and energetic systems as well as works to provide soldiers, marines, sailors, and airmen worldwide with the information and technological solutions they need to detect/locate, access, identify, render safe, recover/exploit, and dispose of both conventional and unconventional explosive threats. Due to an increase in customer demand signal, growth in our workforce (approximately 20%), and the requirement to innovate and accelerate learning at a more rapid pace, NSWC IHEODTD requires additional meeting, education, training, and collaboration space.


b) Purpose and Objectives. The purpose of this Sources Sought is to help determine the availability of facilities located up to 20 mile driving distance outside the NSWC IHEODTD main gate in Indian Head, MD, that provide for the types of applications and events mentioned below.


c) Facility Requirements. NSWC IHEODTD is looking for facilities that will allow it to exponentially expand the ability to conduct the following types of events: workforce development/leadership/technical training classes, lectures, All-Hands meetings, Command forums, technical conferences/briefings/demonstrations, war games, symposiums, innovation activities/workshops, technology transfer initiatives, and student Science, Technology, Engineering and Mathematics (STEM) activities (e.g., robotics, student outreach, etc.).


Facility room requirements for the above-mentioned events include:
1. One or more 15-person classroom
2. One or more 30-person classrooms
3. One 60-person classroom
4. One auditorium that seats no less than 200 people
5. An open collaborative working space (no less than 2,000 square feet)


Other facility requirements include:
1. Wi-Fi, wireless and network connectivity in all rooms
2. Video teleconferencing capability in all rooms
3. Dedicated computer, connectivity for external computer hook up, large/big screen, projector, microphone, and podium in all spaces
4. Furniture, tables, chairs, podiums, etc. as required for space use and size
5. The facility must meet all handicap accessible requirements in accordance with the All spaces must be ADA compliant/handicap accessible
6. A kitchenette with sink, refrigerator/freezer, and microwave is desired.


Capability Statement/Information Sought. Interested parties must submit a capability statement demonstrating their ability and capacity to complete the requirement outlined above no later than October 3, 2019 at 3:00 PM Eastern Daylight Time.


The Capability Statement shall meet the following criteria:


i. On page one (1) of the Capability Statement, provide company information as follows: company name, address, phone number, DUNS number, and point of contact (name, phone, and e-mail).


ii. Capability Statement must be in Microsoft Word, Microsoft Excel, or Adobe PDF format, single spaced, 11-point font (excluding charts and graphics), and the entire document shall not exceed 10 pages in length to include all attachments, charts, etc.


iii. Capability Statement must include but is not limited to (a) facility staff expertise and work experience; (b) current capability and capacity to provide facilities; (c) prior examples of providing like facilities; (d) corporate experience and management capability; (e) photos of facilities if available; and (f) examples of prior completed Government contracts, references, and other related information.


iv. Interested sources shall also provide a Rough Order of Magnitude (ROM) for full day and half-day cost for the usage of the following room requirements: one or more 15-person and 30-person classroom; one 60-person classroom; one auditorium that seats no less than 200 people; and an open collaborative working space (no less than 2,000 square feet).
