This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

The solicitation number is RFQP0700COBO140046 and it is issued as a Request for Quote (RFQ). The requirement will be solicited as a total small business set. The applicable North American Industry Classification System NAICS) code is 541219, Other Accounting Services and the size standard is $19.0 million.


The Federal Bureau of Prisons, Central Office Business Office, Washington, DC intends to establish a single award, firm-fixed price type contract for the Medical Editor Services to be rendered for the Office of Quality Management, Health Services Division. The Medical Editor will work with Office of Quality Management staff and the BOP Medical Director in developing, formatting, and/or updating the BOP's Clinical Practice Guidelines. A description of the services required is attached to this posting and labeled as Statement of Work. Also, attached to this posting is the Evaluation Criteria as well as the Pricing Schedule, Required Insurance and Clause and Provisions.

Faith-Based and Community- Based Organizations (AUG 2005)-can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.


Interested parties are hereby notified that any contract awarded based on this solicitation will be of a nonpersonal nature. As such:
(1) The service is a contractual arrangement and not a personnel appointment;
(2) Payment is based on an end product or the accomplishment of a specific result;
(3) The service does not constitute an employer/employee relationship; and
(4) The contractor will not be subject to Government supervision, except for security related matters.


Evaluation and Award Methodology: Acquisition of services will be procured in accordance with FAR Part 12 - Acquisition of Commercial Items and Part 13 - Simplified Acquisition Procedures. The Government intends to base award determination on lowest priced, technically acceptable quotation. Quoters are advised that the Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award of any contract, by entering the potential awardee DUNS number into each database. Failure to complete the registration will result in elimination from consideration for award.


SUBMISSION OF QUOTATIONS:
Quotations must be received at the Federal Bureau of Prisons, Central Office Business Office no later than 4:00p.m. EDT on Friday, August 8, 2014. The anticipated date of award will be approximately October 1, 2014.

Quotations must include all documentation to support quoter's ability to provide service, compliance with all go/no go evaluation criteria and one firm-fixed price for facilitation of the services. Firm-fixed price should include any direct or indirect fees associated with the services facilitation.
