Management & Program Analyst


The U.S. Department of the Treasury's Office of Technical Assistance (OTA) provides technical assistance in over 50 countries in five functional areas: economic crimes, government debt management and issuance, budget and financial accountability, banking and financial services and revenue policy and administration. OTA is seeking a Management & Program Analyst for its Washington, D.C.-based headquarters. The person selected will be hired under a personal services contract (PSC).


The Management & Program Analyst will support the office in planning, developing, coordinating, implementing and evaluating program OTA's international technical assistance programs. The Management & Program Analyst will coordinate the process of administering PSCs for overseas assignment, including developing and maintaining policies related to PSC requisitions and financial processes, providing guidance and training to staff regarding procurement and financial considerations related to PSCs, and establishing and enforcing quality assurance standards for OTA's high volume procurement request process. The Management & Program Analyst will also advise OTA management on administrative aspects of OTA's assistance activities and recommend key process improvements for OTA management's consideration.


This position requires significant public sector, private sector or non-profit work experience; a mastery of a wide range of methods for improving program effectiveness; extensive knowledge of the procurement and financial considerations associated with fielding PSCs in overseas assignments; excellent written and oral communication skills; and strong organizational skills.


Please note: These are PERSONAL SERVICES CONTRACTOR positions; NOT civil service positions.

U.S. citizenship is required.


SALARY: In accordance with program regulations and based on demonstrated salary history, salaries range from $47.52 to $63.62 per hour.

Candidates will need to be eligible to obtain and maintain secret level of security clearance.
