      Description:

The purpose of this sources sought notice is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include Service-Disabled Veteran-Owned, Veteran-Owned, HUBZone, and Women-Owned small business concerns.


The proposed North American Industry Classification System (NAICS) Code for this procurement is 811310 commercial & industrial machinery and equipment repair and maintenance with a corresponding business size of $8 million.


The size of your business with regard to North American Industry Classification System (NAICS) code 811310 per the standard described in Federal Acquisition Regulation (FAR) Part 19.102 (FAR available at http://farsite.hill.af.mil).
Performance Period:
1 MAR 2020 - 28 FEB 2023. The Government has the option of extending the contract for two (2) twelve month period based on the same terms and conditions as contained in the specification, not to exceed the maximum leased period of thirty-six (36) months. A mobilization period is included.

Work Requirements:


Naval Facilities Engineering Command Marianas is seeking a repair and maintenance contract for a variety of heavy equipment. The contractor shall be intimately familiar with the Navy 3M System including but not limited to: maintenance, programmatic, and personnel requirements.


The contractor shall provide services to assess, evaluate, and conduct repairs required to restore equipment to operational status. The contractor shall conduct visual and functional checks, operational and underway tests, open and inspect, identify required repair and replacement parts, and identify spares for procurement. The contractor shall order parts through the Navy 3M system, and/or work through the government for procurement of parts, materials, and HAZMAT.


The contractor shall assess, evaluate, and conduct repairs required on applicable shop equipment as required by the Navy 3M System.

This sources sought is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This sources sought and request for information does not commit the Government to contract for any supply or service whatsoever. The government is not at this time seeking proposals and will not accept unsolicited proposals.
Instructions for Interested Parties:
All interested sources, please complete and return the attached Market Research Questionnaire. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. All information provided will be kept confidential and will not be disseminated to the public. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to the information submitted.


At a minimum, please address the following in the Market Research Questionnaire:
A) COMPANY PROFILE to include all of the following: (1) Company name, address, website address, telephone number, and size and type of ownership for the organization; (2) Company point of contact (including title, telephone and fax numbers and email address); (3) DUNS Number and CAGE code; (4) Size Standard; (5) NAICS information; (6) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organization should address the administrative and management structure of such arrangements.
B) RELEVANT EXPERIENCE: Provide a minimum of two (2) projects or up to a maximum of five (5) projects. Please list contracts that your firm is currently performing, as well as those you have completed within the last five years. Submitted projects should demonstrate experience performing similar type lease and maintenance work (size and scope).
Notifications of interest must be submitted in writing via email; phone calls will not be accepted. Interested parties should respond by 4:00 P.M., Chamorro Standard Time (ChSt) on 29 October 2019. Responses to this Sources Sought Notice shall be emailed to Corinna Ludwig at corinna.ludwig@fe.navy.mil.
Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE.
In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to host an information exchange meeting to discuss this RFI with interested potential respondents.
