MOBILE APP FOR TOBACCO CESSATION INTERVENTION for patients with mental health disorders/Research Project
The Department of Veterans Affairs, VA Bedford Healthcare System, has a requirement to develop a web-based tobacco cessation intervention for Veterans with mental health disorders. It is the Government s belief that only a certain, identified vendor, the owner of an existing web-based intervention for bipolar disorders, has the necessary skills and experience needed to meet the specific requirements for this long-term research project and intervention.
This is not a sources sought announcement; it is notice of the Government s intent to award a contract on a sole source basis and a posting for the purposes of conducting mandated market research.
A fixed price contract for up to 5 years is anticipated and shall be awarded.B
However, any VIP verified SDVOSB or VOSB with extensive experience in web-based intervention and development for research is invited to respond and provide a capabilities statement. This is not a solicitation; it is a notice to advise Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Business (VOSB) with the capability of providing this service that market research is being conducted. Any SDVOSB or VOSB responding to this announcement shall be compliant with the following: In order to be considered under the VA Rule of Two under 38 U.S.C. 8127(d), SDVOSB and VOSB firms must meet the eligibility requirements in 38 U.S.C. 8127(e), (f) and VAAR 819.7003 and be listed as verified in the Vendor Information Pages (VIP) database at https://www.vip.vetbiz.va.gov/ .
