The Department of Veterans Affairs is seeking interested sources for the requirement entitled:

MEDICAL SURGICAL, BARIATRIC, HOSPTIAL BEDS/MATTRESSES


THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS IS NOT A REQUEST FOR
PROPOSAL OR QUOTE. THE DEPARTMENT OF VETERANS AFFAIRS IS NOT SEEKING
PRICING OR OFFERS OF ANY KIND.

The Department of Veterans Affairs (VA) is conducting market research to ascertain if there are potential business sources capable of providing hospital beds and mattresses to VA medical facilities. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The medical products to be supplied include, but are not limited to Medical Surgical Beds, Bariatric Medical Surgical Beds, and Hospital Mattresses for both Medical Surgical and Bariatric beds.

If a contract is awarded, the selected vendor(s) will provide Medical Surgical & Bariatric Medical Surgical bed frames and Compatible Mattresses for an estimated thirty-eight (38) facilities located in Veteran Integrated Service Network (VISNs) 10, 12, 15, and 23 (See Attachment 1 - Facility Locations and Estimates). The selected vendor(s) will be responsible for providing all personnel, equipment, tools, materials, supervision facilities, transportation and other items/services necessary to perform this requirement in its entirety.

The purpose of this RFI is to conduct market research and obtain information from qualified vendors with special interest. No solicitation is being issued at this time. All responses must be received by Friday, October 25th, 2019 by no later than 1:00PM (CST) to the point of contacts listed below. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

Respondents may be contacted to present their capabilities and interact with logistic and clinical staff for an Industry Day Session as described in Attachment 3 (Industry Day Session). PLEASE NOTE: Only vendors who respond to RFI number 36C77620Q0006 shall be considered for an invitation to participate in a potential Industry Day Session. Attendance/participation at a particular Industry Day Session is not a prerequisite for participation in responding to this RFI or any solicitation that may eventually result from the session or response to this RFI. Further, Program Contracting Activity Central (PCAC) reserves the right to invite some, all or none of the RFI respondents to the potential Industry Day Session.

This RFI is conducted in accordance with Federal Acquisition Regulation (FAR) 15.201(e) as part of market research as a forum to discuss with small and large businesses and to obtain feedback on acquisition strategies related to the PCAC Strategic Sourcing of Medical Surgical & Bariatric Medical Surgical Hospital Beds and Compatible Mattresses. PCAC Strategic Sourcing welcomes all valuable input from the industry with expertise in and knowledge for implementation and management of providing the various products needed to satisfy this requirement.

The North American Industry Classification System (NAICS) code associated with this RFI is: 339113-Surgical Appliance and Supplies, which has a business size standard of 750 Employees. Interested vendors are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to the award of a contract.

The Small Business Administration (SBA) has issued a non-manufacturing waiver for NAICS code 339113. To make an appropriate acquisition decision for this requirement, the Government will use the response to this RFI. The type of solicitation to be issued and the manner of advertisement will also depend on the response to this RFI. To be considered a SDVOSB/VOSB concern, offerors must be registered and verified in www.vip.vetbiz.gov.

Any questions regarding this RFI shall be sent via email to lenny.flagg@va.gov by close of business October 15, 2019. All questions will be reviewed, and all amendments/responses will be posted to Fed Biz Opps within a reasonable time. Questions received after October 15, 2019, will not be considered. Please include 10, 12, 15, and 23 Hospital Beds in the subject line of all correspondence. Telephone inquiries will not be accepted. Responses received after the specified date and time will not be considered.

This RFI contains four (4) attachments: Attachment 1 Facility Locations and Estimates, Attachment 2 Salient Characteristics, Attachment 3 Industry Day Session, Attachment 4 Capability Assessment Questionnaire. Attachment 1, Facility Locations and Estimates, contains locations with estimated maximum/minimum quantities per location. Attachment 2, Salient Characteristics, is a checklist of features and capabilities that the required products should possess in order to satisfy the requirement. Attachment 3, Industry Day Session, is a vendor show that allows respondents to present their capabilities, as stated in paragraph (4). Attachment 4, Capability Assessment Questionnaire, contains a list of questions that will be used to assist the Government in determining the capabilities of each vendor. All vendors responding to this RFI shall submit Attachments 2 through 4 in addition to their capability statement. Vendors shall provide an answer for each question. A response of N/A is appropriate for any question that is not applicable to the vendor. Do not leave any answers blank.


All responses to this RFI shall be submitted via email to Lenny Flagg at lenny.flagg@va.gov and Nicole Kutsi at nicole.kutsi@va.gov by October 25, 2019 at 1:00 pm CST. Please only submit responses to the question and information requested in Attachment 2 (Salient Characteristics), Attachment 3 (Industry Day Session), Attachment 4 (Capability Assessment Questionnaire) and provide a capability statement. No additional questions will be entertained after October 15, 2019. Please explain clearly and concisely and please do not respond to a question directing us to a specific website link to search for an answer. You may provide a link to verify your response.
