Lower Clear Creek Trail Bridge Replacement Project on the Bridger-Teton National Forest

Quotes are being solicited by the USDA, Forest Service for the Lower Clear Creek Trail Bridge Replacement project located on the Bridger-Teton National Forest in Wyoming. This project includes, but is not limited to: construction of foundations for new pedestrian/stock bridge, installation of a new pedestrian/stock bridge, installation of timber rub rails/deck/running planks, realignment of the existing trail portion that will be abandoned and the removal of the existing bridge structure and components.

The Lower Clear Creek Bridge is located in the Bridger Wilderness between the Upper and Lower Green River Lakes and approximately 53 miles from Pinedale, Wyoming. Since this project is located in the Bridger Wilderness, the contractor shall comply with all regulations of the Wilderness Act.


Prior to delivery, the bridge manufacturer shall dry fit/preassemble, the complete bridge system. All holes shall be pre-drilled. All bridge members shall be marked in a way that they can be easily reassembled at the project location. This shall be done in order to prevent the need for field drilling, cutting, or treatment of any bridge members.


A tentative site visit for the project is scheduled for Thursday, June 20, 2019. Interested participants shall meet at 10:30am at the Green River Lakes Lodge. To reach the Green River Lakes Lodge from Pinedale, Wyoming, travel approximately 6 miles west on Highway 191 to the intersection of State Highway (SH) 352. Turn north onto SH 352 and travel approximately 25 miles to the Forest Boundary. From the Forest Boundary, continue straight on to the Union Pass/Green River Lakes (FS Rd 30600/370650) for approximately 19 miles until you reach the Green River Lakes administrative site that includes the Green River Lakes Lodge/Trailhead and Campground. The bridge site is approximately 2.5 miles southeast of the end of the Green River Lakes road and the Green River Lakes administrative site. Because the project is located in the Wilderness, access to the project site can be made via non-motorized trail maintained for horses and hikers. It is possible to get within approximately 1500 feet of the bridge site by using a small motorized boat to cross the Lower Green River Lake and stop at the southern shoreline which is also the Wilderness boundary. The boat launch site for the Lower Green River Lake is small, gravel surfaced and a shallow site which will limit the size of boat(s) used to cross the lake.


Site visit participants are responsible for their own transportation to the bridge site.


Due to the heavy snow year, it is unknown if access to the project site will be possible by June 20. If the site visit date changes, offerors will be notified via amendment to the solicitation that will be posted to the Federal Business Opportunity website. All future information about this acquisition, including amendments, will be distributed solely through this site.


This requirement is being solicited as a Firm-Fixed Price Request for Quotes. The approximate start work date will be August 2019. Quotes are due at 1:00 p.m. MST, July 3, 2019. The estimated price range is between $100,000 and $250,000. The solicitation will be available on approximately March 25, 2019 and may be downloaded from this site at that time. Interested parties are responsible for monitoring the Federal Business Opportunity website to ensure that they have the most up-to-date information about this acquisition. Vendors are required to be registered in the System for Award Management (SAM). All responsible sources may submit a response to this announcement which will be considered by this agency.
