The Bureau of Prisons has a future requirement for the provision a comprehensive Life Connections Program (LCP) Facilitation Team that will assist the Chaplain Program Manager in the day to day operations of the LCP at the United States Penitentiary (USP) located in Leavenworth, Kansas. The contractor will provide LCP Facilitation Team Services in accordance with the Statement of Work. The Government contemplates awarding of an indefinite-delivery, requirements-type contract with firm-fixed unit prices resulting from the future solicitation. The contract period shall consist of a 12 month base period with four 12 month option periods for renewal. The Government anticipates requiring the provision of 4500 sessions per year. (1500 sessions of Program Facilitator services; 1500 sessions for each of the two (2) Assistant Program Facilitators.) A session is defined as one hour.


A Government solicitation document to provide these services is being developed, and a contract may or may not result. Market research is being conducted to determine interest and capability of potential sources for this requirement. All future information about this acquisition, including the solicitation and/or amendments, will be distributed solely through this site. Draft Statement of Work


Background
In September 2000, the Executive Staff of the Federal Bureau of Prisons (BOP) approved a concept which would initiate a multi-faith residential reentry program. This is a voluntary program which is located in five institutions in various regions of the country. The program is available to male and female inmates.


The program provides inmates with intensive opportunities for spiritual growth and deepening their religious roots by sharing common space and programs for the purpose of personal transformation and reducing recidivism. Inmates will participate in religion specific and inter-faith program components designed to bring restoration with God, family, community, and self. The program's design will increase religious tolerance and respect among inmates of various faiths; will connect each inmate with a spiritual mentor; and will link participants with a faith community at their release destination in order to enhance community reintegration. Another component of the program will initiate specific victim impact programs to assist inmates in claiming responsibility for their actions and making amends with victims, family, and community.


The program enlists partnerships with individuals and organizations in its efforts to lower recidivism and facilitate spiritual growth and personal change. Volunteers, contractors, mentors, sponsoring religious congregations and organizations are all essential partners in the program.


The goal of the BOP residential Life Connections Program (LCP) is to provide inmates living in a shared living space with intensive opportunities for holistic life restoration for the purpose of reducing recidivism and enhancing prison management.


Subject
The BOP, Field Acquisition Office in Grand Prairie, Texas intends to make a single award of an indefinite delivery/requirements type contract with firm fixed pricing for the provision of the services of a comprehensive LCP Facilitation Team that will assist the Chaplain Program Manager in the day to day operations of the LCP at the United States Penitentiary (USP) located in Leavenworth, Kansas. The LCP is a multi-faith program, so the contractor will be expected to work daily with a broad variety of faith communities. The team will consist of three individuals: one (1) Program Facilitator and two (2) Assistant Program Facilitators.

The service to be provided under the contract shall be accomplished at:

Schedule
Services will normally be provided Monday through Friday, excluding Federal holidays, from the hours of 7:30 am and 3:30 pm (excluding a 30 minute unpaid lunch break). Each member of the LCP Facilitation Team (one (1) Program Facilitator and two (2) Assistant Program Facilitators) will normally provide six sessions per day up to 30 sessions each week for an aggregate total of 90 sessions per week. A session is defined as one hour.


Each member of the LCP Facilitation Team will be required to attend a planning meeting each year related to the development of the program. The schedule may include some weekend and/or evening hours based on program needs. A mutually agreed upon schedule will be developed by the Supervisory Chaplain after contract award.


Due to the nature of the correctional setting, delays in performance of work may be experienced. Such delays may include but are not limited to inclement weather, electrical or mechanical problems, or other security matters. When contract employees report to the institution but are unable to perform services due to such delays, the contractor will be paid for one session. Normally, any remaining sessions for that day will be suspended and the contractor will be free to leave and the contractor will not be paid for the remaining unperformed sessions. However, if the institution requests that the contractor remain at the institution for eventual performance, the contractor shall be paid for such sessions. In the event of any absence, the contractor may make up his/her time if approved by the Contracting Officer's Representative (COR). If the contractor fails to provide coverage, the Government may seek contractual remedy.


Minimum Education and Experience Requirements
Program Facilitator - The contractor shall possess a Doctorate of Ministry degree from an accredited institution recognized by the U.S. Department of Education's Database of Accredited Postsecondary Institutions and Programs.


Assistant Program Facilitator - The contractors shall possess a Master's Degree in Theology, Religion, Psychology, Social Work, or related field from an accredited institution recognized by the U.S. Department of Education's Database of Accredited Postsecondary Institutions and Programs.


Quoters responding to this solicitation shall complete and submit with their quote the attached form, "Credentials of Religious Services Contractor."
Quoters shall submit one letter of endorsement from their local religious organization.
Quoters shall submit two letters of personal reference from individuals familiar with the quoters work as an spiritual leader within their faith group.
Quoters must specifically identify the individuals that will be performing these services under any subsequent contract award. The quoter shall identify which candidate is being offered as the Program Facilitator and which candidates are being offered as the Assistant Program Facilitators. The quoter must provide proof that their candidate meets all qualifications. The candidate's name and qualifications must be submitted at the time the quote is submitted. All Contractors must submit with their quote a resume, and photocopies of documents evidencing education, training, and experience.
After review of these documents by Bureau of Prisons staff, vendors may be requested to submit additional documents for review. Vendors failing to submit any of the required documents will be removed from further consideration for award.


Supplies and Equipment
All supplies that the contractor may need to perform services under this contract will be provided by USP Leavenworth. The contractor performing these services shall wear professional clothing in accordance with the dress policy of the institution.
Description of Duties
Program Facilitator-
• Responsible for the coordination of all LCP components;
• Conduct seminars on emotional intelligence, conduct seminars and ongoing training and assessments on goal setting and the use of a daily schedule;
• Lead seminars on religious tolerance and a variety of other topics, help coordinate unit activities and service projects;
• Participate in LCP personnel planning and curriculum development sessions;
• Assist in interviewing inmates who have applied for the LCP;
• Manage inmate progress, behavior, attendance, etc. via computer software for the purpose of better organization.
• Other duties as assigned by Supervisory Chaplain.
Assistant Program Facilitators-
• Assist Program Facilitator in the coordination of all LCP components;
• Ensure that all LCP participants are receiving instruction from qualified contractors and mentoring from qualified volunteers;
• Maintain and distribute the weekly schedule of activities and scheduling the use of classrooms and other spaces;
• Assist in developing program components such as bringing in speakers and leading group activities;
• Track the community service and educational hours performed by the LCP participants;
• Serve as a spiritual guides when needed;
• Other duties as assigned by Supervisory Chaplain.


Selected contractor(s) will coordinate all program components, facilitating of workshops, seminars and other programming needs including, but not limited to: developing lesson plans using the LCP curriculum for a diverse group of religions, present and lead faith specific study groups and educational classes. The program generally has about 100 participants.


The contractor(s) will work closely with the Chaplain Program Manager, the LCP Assistant, the Mentor Coordinator, Reentry Affairs Coordinator and other LCP contractors to assure that ensure that volunteers and mentors from a broad spectrum of religious faith communities are available to meet the needs of this multi-faith program. Performance of service will be monitored by the Supervisory Chaplain and the Life Connections Program Chaplain.


The contractor(s) shall not be permitted to attend institution meetings, staff recalls, or government training sessions for institution staff on contract time or as consideration of the contract.


The contractor(s) may attend team meetings, department meetings, or other meetings relating to the involvement of the services to be provided by terms of the contract. Reimbursement to the contractor for the time spent in these meetings will be at the contract rate, prorated hourly.


Method of Performance
The LCP is a multi-faith program. Therefore, each member of the LCP Facilitation Team must be knowledgeable in a broad variety of religious traditions and shall be willing/able to provide spiritual guidance to participants in a pluralistic setting.
The use of computers is a vital to the efficient performance of the LCP Facilitation Team. Therefore, each team member must be proficient in the use of Adobe, Word, Excel, and Power Point.


Inmate Management
Provision of services will require frequent and unsupervised contact with inmates. The contract employee shall not be responsible for the management of any inmates, other than to ensure inmates involved within the contract's scope of work abide by all rules to ensure their safety and well-being. The contractor may, at any time, be removed from the institution at the discretion of the Warden. The contractor is to constantly be aware of security and maintain a professional relationship with inmates at all times. Any violation of the institution rules and regulations are to be brought immediately to the attention of any Government employee employed at the institution. The contractor will be required to provide documentation to the COR, or designee, of any infractions of institutional rules and regulations by inmates for proper action.


Institution Security
The contractor/contract employees shall agree to all regulations prescribed by the institution for the safety, custody, and conduct of inmates. The contractor shall attend the Institution Familiarization Orientation program prior to assuming institution involvement. Reimbursement to the contractor for the time spent in the institution orientation or other specific security related training will be at the contract rate, prorated hourly. The contract employee will be required to sign in and out of the institution for accountability purposes. A badge will be issued and worn at all times for proper identification.
