The Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS&IMF) is conducting a market survey to determine the interest and capability of Industry to participate in a competitive acquisition for Personnel Elevators, in support of PSNS&IMF located in Bremerton, WA. The primary North American Industry Classification System (NAICS) code for this procurement is 532490 and the Small Business size standard is $32,500,000.

It is anticipated that the Request for Quote (RFQ) will be posted on 1 APRIL 2019. The resulting contract is anticipated to be a Firm-Fixed Price contract type.

The Government intends to set-aside this acquisition to a small business. As a result, the Government is performing market research to determine if small businesses possess the capability to execute the requirements within this acquisition. Respondents need to indicate all small business designations. Interested business firms who meet the capability requirements identified in this notice are requested to reply to this notice with a response. Based upon small business responses received, consideration will be given to defining what part of the acquisition, if any, will be set-aside for small business competition.


REQUIREMENT INFORMATION:
Provide leasing of two (2) personnel elevators for 12 months with an optional six (6) months extension to be temporarily installed in Dry Dock 6 at Puget Sound Naval Shipyard (PSNS), Bremerton, WA. Lease will include installation, removal, Original Equipment Manufacturer (OEM) required maintenance services, certification and testing support, and emergency response of one (1) hour for entrapments.


The minimum capacity is 4,400 lb., with two (2) stops capable, one at top and one at the bottom of the dry dock. This elevator will operate daily, including weekends and holidays, thru three shifts, to accommodate a workforce of approximately 350 personnel utilizing the elevator for access to the dry dock.

SUBMISSION REQUIREMENTS:


Interested firms should submit capability statement describing relevant demonstrated experience and qualifications to Mr. Mel Tiglao via Email melvin.tiglao@navy.mil. Capability statement shall be in following format: Font Times New Roman, size 12; 8 X11 paper size; no more than 5 pages one-sided when printed; in Microsoft Word or PDF format.

NO HARDCOPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED. Cover letters and extraneous materials (brochures, etc.) will not be considered. Personal visits for the purpose of discussing this announcement will not be scheduled. THIS IS NOT A REQUEST FOR A PROPOSAL.
