The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, Texas, intends to solicit for the provision of Lead Cosmetology Instructor Services for the federal offenders incarcerated at the Federal Prison Camp (FPC) located in Alderson, West Virginia. The contract type is an indefinite delivery/requirements contract with firm-fixed unit prices. The contract period shall consist of a base period from date of award through 12 months, and four one-year options for renewal at the discretion of the government. The estimated quantities for the base year and each option year are 1500 sessions.  A session is defined as an hour. The Contractor must have a current certification as an instructor issued by the West Virginia State Board of Barbers and Cosmetologists. The Contractor must have the ability to work with an inmate population from variety of cultural, regional, racial, and ethnic backgrounds. The solicitation will be made available on or about April 13, 2016, and will be distributed solely through the Federal Business Opportunities website at www.fedbizopps.gov. Hard copies of the solicitation will not be available. All future information concerning this acquisition, including solicitation and amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. The North American Industrial Classification (NAICS) code is 611511, with a small business size standard of $7.5 million. All contractors doing business with the Federal Government must be registered in the System for Management Award (SAM) database. The website for registration is www.sam.gov. The date for receipt of quotations is on/about May 13, 2016; however, this is a projected estimate and quoters should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This solicitation is unrestricted.
