The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2019-02TA, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20190215, and Air Force Acquisition Circular (AFAC) 2018-0525.


The solicitation is a competitive RFQ and award will be based on commercial procedures found in the Federal Acquisition Regulation (FAR) part 12 and Simplified Acquisition Procedures found in FAR part 13. Award will be made using the evaluation procedures of FAR 52.212-2 and FAR 52.217-5.


This requirement is to provide a follow-on contract for LF Portable Latrines. The Contractor shall provide all equipment, tools, materials, transportation, personnel, labor, supervision, and management necessary to perform Portable Latrine leasing, cleaning, and relocation services at the 150 launch facilities (LF) assigned to F.E. Warren AFB, WY. Services shall consist of mileage, pumping the holding tanks, washing the units inside and outside, replenishing air freshener, hand soap/sanitizer, fresh water with deodorizer, anti-freeze for winter months and furnishing a minimum of six rolls of toilet paper for each toilet. All work is to be performed in accordance with the Performance Work Statement (PWS), and all operations must comply with all regulatory requirements. REQUIRED PERIOD OF PERFORMANCE:
15 December 2019 - 14 December 2020 with four option years (14 December 2024)


The NAICS being used for this acquisition is 562991 (Septic Tank and Related Services), and the small business threshold for this NAICS is $7.5 million. This acquisition will be competed using a written Request for Quotes. All interested parties must provide a quote by the time specified below to the Government in order to be considered for award. Quotes shall include all data and information requested and shall be submitted in accordance with the instructions found in the solicitation document. Non-conformance with the instructions may result in proposal being considered non-responsive and ineligible for award.
