1. This is a Pre-Solicitation Notice. It is not, itself, a solicitation for proposals.
2. This is notice of a solicitation that anticipates awarding a base and four option years contract. The base year is estimated to run October 1, 2018 through September 30, 2019. Each successive option year will be exercised at the sole discretion of the Government.
3. The upcoming solicitation to be issued will require interested offerors attend a mandatory site visit prior to bidding. This mandatory site visit is scheduled for Thursday, August 9, 2018 at 10:00 a.m. at Baltimore VA Medical Center. The VA Maryland Healthcare System is looking for a contractor to provide, on an ongoing basis, all the necessary tools, cleaning supplies to include but not limited to trash liners, mops-wet/dry, all paper products (paper towels-toilet paper, etc.), all soap (medical or otherwise specified) cleaning equipment (vacuum cleaners, buffers, escalator cleaners, walk behind scrubbers/high speeds, etc.), housekeeping carts, supervisory, staff and administrative cost, directly relative to performing the work specified in the contract, including the provision of all labor, transportation, and materials, except as specified herein as government furnished, to ensure that custodial services of the Canteen Kitchen and Nutrition and Food Service Kitchen are performed at the following sites in accordance with standard cleaning procedures in a healthcare environment:
Baltimore VA Medical Center, 10 North Greene St., Baltimore, Maryland 21201
Loch Raven VA Outpatient Clinic, 3901 The Alameda, Baltimore, MD 21218
Perry Point VA Medical Center, Perry Point, MD 21902

Contractor shall have aseptic cleaning experience in a medical hospital setting. Services shall be performed in a manner that will maintain a satisfactory facility condition and present a clean, neat, and professional appearance meeting all Joint Commission standards, National Environmental Cleaning Standards and other regulatory agencies Health Care Standards. The awarded proposal will be for a base and four option years contract.

OBJECTIVE
It is critical that EMS fulfill the organization responsibility to provide a clean and hazard-free work environment to the patients, visitors, and staff. Contract personnel shall be required to properly clean at any of the three locations. This includes sweeping, mopping, stripping, waxing, burnishing, vacuuming and shampooing carpets, high/low dusting, cleaning restrooms, washing walls, cleaning sinks, and removal of trash and general housekeeping duties in a hospital setting.

ADDITIONAL DETAILS
There is a required mandatory site visit prior to bidding for the purpose of ascertaining an understanding of the nomenclature and all aspects of the tasks to be accomplished with the dynamics of the site s geographical uniqueness. The contractor shall provide the managerial, supervisory, administrative, direct and overhead personnel necessary to perform the work specified in the contract, including the provision of all labor, transportation, equipment, and materials, i.e. (all the necessary cleaning supplies (approved by the VA representative), to include but not limited to the aforementioned clear /recycling trash liners, mops-wet/dry, all paper products (approve paper towels-toilet paper, etc.), cleaning equipment (vacuum cleaners, back packs, buffers, walk behind scrubbers/ high speeds. etc.), housekeeping carts) etc., except as specified herein as government furnished, to ensure that custodial services are performed in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance.

Emergencies, unusual and out-of-line situations shall promptly be reported to the Contracting Officer s Representative (COR) or his/her designee. Standard cleaning procedures provides the first level of sanitation by routinely cleaning all surfaces which decrease and eliminates the harborage of organisms. Routine and frequent cleaning prevents build-up and accumulation of sites which might enhance micro-organism growth. The frequency of cleaning and cleaning standards will be enhanced by the utilization of disinfectant detergents and sanitizers to continually reduce the level of micro-organisms on all surfaces and to promote and provide the lowest possible infections risk for all patients, employees, and visitors to the Medical Centers. Standard cleaning procedures is one of the most important aspects of infection control.
