COMBINED SYNOPSIS/SOLICIATION ‘COMBO':
Kardex Carousel Repair/Service: FA487719Q0410

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.


(ii) Solicitation FA4877-19-Q-0410 is hereby issued as a Request for Quotation (RFQ).


(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-05 effective 13 Aug 2019, Defense Procurement Notice 20190628 effective 28 Jun 2018, and Air Force Acquisition Circular 2018-0525 effective 25 May 2018. This document incorporates Wage Determination number 2015-5473, Revision 8.


(iv) This action is not being conducted with a set-aside and is hereby administered as full and open competition, with an associated North American Industrial Classification System (NAICS) code of 337215 - Showcase, Partition, Shelving and Locker Manufacturing.

Extended Description:
1.    The current Kardex Carousel Vertical Storage System is utilized to organize, deliver and replace Government files and other formal paperwork. At the moment, being dysfunctional and requiring repair, the Kardex Carousel cannot retrieve documents manually, which prohibits Government personnel from receiving important files for various, mission-critical, functions.


2.    The contractor shall provide all supplies, materials, tools, equipment, transportation, personnel, and management needed to repair the current Kardex Vertical Carousel System on Davis-Monthan AFB. The items delineated above have been previously identified as the main hindrance to the proper functionality of said machine, however, the contractor shall also rectify any additional repairs, if necessary, on-site as a means to successfully complete the job.

(vii) Delivery Information:
Delivery shall be Free On Board (FOB) Destination. Final destination address will be made available at the time of award.

(viii) Evaluation Criteria:
The Government intends to award to the offeror whose quote is the lowest priced technically acceptable. Technical acceptability is defined and referred to within this solicitation as the offeror's capability to meet the service requirements as delineated in this solicitation.


The Government intends to evaluate offers and award without conducting discussions, but reserves the right to do so, which is subject to the discretion of the Contracting Officer. Therefore, the initial quotation should contain the offerer's best terms from a price and technical standpoint. Offers that fail to submit required representations and information requested under this solicitation, which constitutes a rejection of the terms and conditions hereunder, shall be excluded from consideration.
*The Government reserves the right to make multiple or no award.

a.    Questions are due by Monday, 19 August 2019, 4:00 pm.
b.    Answers will be provided by Tuesday, 20 August 2019, 2:00 pm.
c.    All quotes shall be submitted by Wednesday, 21 August 2019, 10:00 am.
