The U.S. Army Corps of Engineers, Wilmington District requires a contract to replace the existing 7.5-ton Armstrong HVAC system and install one (1) new energy efficient Carrier HVAC system or equivalent. The Contractor shall provide all materials, equipment, labor, and supervision necessary to remove the existing unit and install a new HVAC unit located John H. Kerr Reservoir Visitor Assistance Center (VAC), 1930 Mays Chapel Road, Boydton, VA 23917 in Mecklenburg County, Virginia.

The Contractor shall complete all work within 180 days from date of award.


The Magnitude of Construction of this project is between $25,000.00 and $100,000. This solicitation will be issued in electronic format. No additional media (CD-ROM, floppy disks, faxes, etc) will be provided. Paper copies of this solicitation will not be available. This solicitation is a 100% set aside for Small Businesses. The North American Industry Classification System (NAICS) code is 238220- Plumbing, Heating, and Air-Conditioning Contractors and the size standard is $15,000,000.00.


Offerors must be registered in the System for Award Management (SAM) in order to be eligible to receive an award from any Government solicitation. Call 1-866-606-8220 for more information or visit the SAM website at http://www.sam.gov. After completing SAM, in order to download documents contractors and their subcontractors must register at www.fbo.gov. In order to locate solicitation, Contractors can go to FedBizOpps and search for the solicitation number at www.fbo.gov. Contractors can register to be put on a plan holders list that others can access through the FedBizOpps site. It is the Offeror's responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments.
Each offeror must submit a quote and past experience via the Federal Business Opportunities (FBO) website. No hard paper copies will be accepted or evaluated. Both the Quote and experience must be received by the closing date and time set for receipt of quotes.


Offerors shall submit the quotes electronically via FBO.gov. You must be logged in to be able to submit/review electronic responses. The user guide is located at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf.

Quotes are due as specified on the solicitation document (as amended if applicable). The time & date of quote receipt will be the upload completion / delivery time & date recorded within FBO. Do not assume that electronic communication is instantaneous. Offerors should time their upload effort with prudence by not waiting until the last few minutes-this will allow for unexpected delays in the transmittal process. If an electronic submission is uploaded minutes before the deadline but the upload doesn't complete until after the deadline, the submission will be considered late. Offerors are encouraged to keep a copy of the upload confirmation for their record.
