JSECTS Engineering Services
AFLCMC intends to solicit and negotiate, on a sole source basis, a 10 month contract to meet the requirments for engineering support, repair, and provide TPS of the Joint Service Electronic Combat System Tester (JSECST) program during System Under Test (SUT) sustainment efforts. The government intends to solicit Textron Systems Electronic Systems, 124 Industry Lane, Cockeysville, MD 21030 for the services described herein. CAGE code 97384. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c)(1). The Government does not own or possess rights to re-procurement data to facilitate competitive procurement of the instant sustainment services from any other source.
The instant contract is anticipated to be awarded as a definite contract type instrument with provisions of for Firm Fixed Price and Cost-Plus Fixed Fee Contract Line items (CLINs). The estimated award date is November 2019. A solicitation, number FA8523-19-R-0040, will be issues on or about October 2019. This proposed contract is for 10 months.
The place of contract performance will be at Robins AFB, GA 31098.
The proposed contract action is for supplies or service for with the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement of submit proposals. This notice of intent is no a request for competitive proposals.
However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely with the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
