Description: The Defense Threat Reduction Agency (DTRA) is seeking to identify organizations/institutions/ companies capable of supporting the Iraq International Health Compliance Program. This project will continue previous efforts to establish evidence-based public health surveillance frameworks in Iraq by using IHR tools developed for Biological Threat Reduction Program. Outcomes of this project will support the Government of Iraq with development of an adequate framework to support the detection, assessment, and reporting of disease events, regardless of origin, consistent with the obligations of IHR. The proposed project will coordinate implementation of IHR core capacities throughout Iraq by linking IHR focal points within relevant ministries to the existing inter-ministerial IHR Technical Committee.
This is not a request for competitive proposals; however, interested parties should respond in writing with a statement of capabilities package. It is requested that interested businesses having the capabilities necessary to meet or exceed all aspects of the effort described in the attached DRAFT Statement of Work (SOW), submit to the contract specialist a statement of capabilities package (no more than 10 pages in length, single-spaced, 12 point font minimum) demonstrating the ability to perform the services listed above. A one page cover letter must be provided with each submission with the following information: Company Name and Address, Company Business Size and Business Size Status, Point of Contact Name, Phone Number, and Email Address. All responses must be submitted no later than 12:00 PM, Eastern Standard Time on Friday, November 22, 2019.

This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response.

DTRA will evaluate all submissions that comply with the submission instructions using the following criteria: breadth, depth, and relevancy of experience as it relates to the work described above and in the DRAFT SOW.
