Intent to solicit to a single source- iManage database conversion

To mitigate the compatibility issues, NBIB requires a conversion of its iManage database from the Oracle configuration to a SQL database configuration. The change will allow for greater flexibility for future upgrades and future transition to the Defense Counterintelligence Security Agency (DCSA). The conversion must be completed by 29 September 2019. The anticipated award date is July 23, 2019.

The intended source for the required services is Younts Consulting, Inc, 4426 Mountain Rd., Pasadena, MD 21122.


Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source is reasonably available. 



Full and open competition need not be provided for when a statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source, or the agency's need is for a brand name commercial item for authorized resale. 15 U.S.C. 637(m)(8), Authority for sole source contracts for small business concerns owned and controlled by women in substantially underrepresented industries, provides contracting officers the authority to award a sole source contract to any small business concern owned and controlled by women in an industry that is substantially underrepresented, provided the concern is determined to be a responsible contractor with respect to performance of the contracting opportunity and the contracting officer does not have a reasonable expectation that 2 or more WOSBs in the industry will submit offers, the anticipated price of the contract, inclusive of options, will not exceed $4,000,000, and award can be made at a fair and reasonable price.


All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. A copy of the solicitation may be requested via email.
