This Sources Sought/Market Survey Notice is being conducted by the Network Contracting Office (NCO) 16 at 2002 Holcombe Blvd. Bldg. 100, Houston, Texas 77030 to identify sources that are capable of providing 15 Impella CP Pump Sets for the Michael E. DeBakey VA Medical Center (MEDVAMC), 2002 Holcombe Blvd. Building #100; Houston, Texas 77030.

Background:

15 Impella CP Pump Sets are needed to treat patients who experience symptoms of paroxysmal atrial fibrillation despite treatment with drugs intended to normalize the heartbeat. These devices help Veterans Affairs medical personnel treat patients with certain types of muscular ventricular septal defects when surgery is believed to be high risk based on anatomical conditions and/or based on overall patient medical condition. This device is compatible with the interventional cardiology system used by MEDVAMC cardiology personnel.

Warranty and Support:
The warranty and support must cover all components of the requirement in accordance with standard manufacturer s warranty

If this is a supply your business can provide, please respond to this Sources Sought Notice by 4:00PM CT on 24 July 2019.

The intent of this notice is to establish sources to define the procurement strategy (e.g set-aside, sole source, unrestricted) for a solicitation that VA intends to post soon. Interested contractors are requested to respond in accordance with the following:

5.1 Please respond to this notice if you can provide the exact brand name products listed in the table in the background section above. In the response please cite your business size status.

a. If you have an existing GSA or VA, Federal Supply Schedule contract, please include the contract details in your response.

b. DISTRIBUTORS: You must provide proof that you are an authorized distributor. VA does not accept grey market items.

Please respond to this notice if you can provide supplies that may be determined EQUIVALENT to the products listed in the table in the background section above. Please provide details on the proposed EQUIVALENT products such as Manufacturer Name, Part Number, and Description. Equivalent products are required to interoperate with existing MEDVAMC cardiology instrumentation, if the Government determines that equivalent products are not compatible with existing MEDVAMC cardiology instrumentation, Brand Name Only products shall be required.

Please note that VA is particularly interested in determining the availability of Small Business Manufacturers. If your company is a small business manufacturer of potentially equivalent items, please respond to this notice.

Vendors are requested to submit estimated market research pricing with their responses. The estimated pricing will be considered when determining the procurement strategy for the future solicitation. (e.g. if CO determines that capable small businesses cannot provide fair and reasonable pricing, then the solicitation will not be set-aside).

Please note that if no responses to this notice are received from authorized distributors of the cited brand name or responses with equivalent products not found compatible with existing cardiology instrumentation, then this action will be sole sourced to the manufacturer.
