The United States Postal Service (Postal Service) seeks to award multiple firm fixed price indefinite delivery, indefinite quantity (IDIQ) Job Order Contracts (JOC) for Heating, Ventilation and Air Conditioning services. Interested suppliers must be able to perform 70% of ALL required work. Existing USPS suppliers with current contracts are not desired for this solicitation.

Solicitation areas:
Northeast - New York, Massachusetts and Connecticut
Southwest - Arizona and Oklahoma
Southeast - Alabama and Florida


Contracts awarded as a result of this solicitation shall include the following requirements:



1. Awarded firm shall have 24-hour emergency response coverage. HVAC technician(s) must respond to Postal Service emergency events within four (4) hours of receiving a call to determine the cause of the equipment and/or system failure and, if possible, repair the system immediately.


2. Technician, at a minimum, shall report arrival on site, status when leaving site, projected work complete date, date system operational (substantially complete), and actual work complete date via email to the project manager for each project.


3. Firm shall be capable of obtaining and installing HVAC units of approximately 15 tons and less within five (5) calendar days from receiving Notice to Proceed from a Postal Service Contracting Officer.


4. Firm must be able to provide temporary HVAC sufficient to maintain 65 and 78 degrees within 12 hours of Notice to Proceed from the Postal Service Contracting Officer.


Supplier Response Time Requirements
Project work orders will be assigned as one the following priority categories:
•• Routine - Priority P1
Routine Priority P1 project work orders issued shall have a response time as follows:
On-site, within fourteen (14) calendar days of call dispatch.
•• Routine - Priority P2
Routine Priority P2 project work orders issued shall have a response time as follows:
On-site, within seven (7) calendar days of call dispatch.
•• Routine - Priority P3
Routine Priority P3 project work orders issued shall have a response time as follows:
On-site, within five (5) business days of call dispatch.
•• Urgent - Priority P4
Urgent Priority P4 project work orders issued shall have a response time as follows:
On-site, next day, within twelve (12) hours of call dispatch.
• Emergency - Priority P5
Emergency Priority P5 project work orders issued shall have a response time as follows:
On-site, same day, within four (4) hours of call dispatch.
Contract Type & Period of Performance


The Postal Service intends on awarding multiple contracts (in each area if needed). The IDIQ JOC contracts will have a base contract award value of $500,000. The awarded contracts will have a one-year base ordering period with four (4) one-year options, with a total not to exceed contract performance period of five (5) years if all options or exercised.
