North Cascades National Park (NOCA) is seeking quotations for Historical Property Research and National Register of Historic Places, Multiple Property Documentation (MPD). Amendment 0002 adds an additional option (Option 5) to RFQ, provides updates to the Scope of Work, Period of Performance and Price Schedule table and provides clarifications/answers to contractor/vendor questions for all interested parties. The due date for submission of quotations remains the same (1500 on August 16, 2019).

Historical Property Research - National Register of Historic Places Multiple Property Documentation
The National Park Service (NPS), North Cascades National Park Service Complex (NOCA) is requesting quotations for Professional Services for Historical Property Research, National Register of Historic Places Multiple Property Documentation. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2019-03 / 7-12-2019) and is set aside for small businesses; NAICS 541720 Historic and cultural preservation research and development services contractors, with a small business size standard of $20.5 million average annual gross receipts for the past three years. Any resulting contract will be subject to the Service Contract Labor Standards, Wage Determination #s WD 2015-5531, 2015-5523 and 2015-5541. The Government intends to make a Firm Fixed Price, Simplified Acquisition (FAR Part 13), Best Value Award to the responsible quoter whose quote conforming to the RFQ will be most advantageous to the NPS, price and other factors considered. The National Park Service (NPS) encourages the participation of disadvantaged and women-owned businesses.
Background: A National Park Service mission is to preserve and manage its valued cultural resources, and in partial fulfillment of its obligation under Section 106 and Section 110 of the NHPA, is identifying potential historic properties and evaluating their eligibility for the National Register of Historic Places (NRHP). The Park is anticipating receiving funding for deferred maintenance on our existing infrastructure within the next several years. Evaluation of the Parks properties on a large scale prior to the initiation of planning upcoming maintenance projects will streamline future NHPA compliance.
In 1984, a total of 102 Park properties and sites were evaluated for NRHP eligibility. This resulted in a Multiple Property Documentation (MPD) (Luxenberg 1984) establishing historic contexts and listing 50 historic properties, both individually and as contributing to a district, in the NRHP. Since this time, only a few additional historic properties have been determined eligible for the NRHP. This current effort will evaluate and document all properties that were not evaluated during that and subsequent efforts as well as those properties that have reached, or are approaching, the 50 year old threshold (built prior to 1974). These properties exist throughout the nearly 700,000 acre Park in developed Ranger Stations, along backcountry trails, and along remote dirt roads. A list of the properties to be evaluated are contained in the attached Scope of Work (SOW).
The intent of the documentation and evaluation, as detailed in the SOW, is to determine the NRHP eligibility of potentially eligible historic properties to help with future project planning.
Project Location: North Cascades National Park Service complex is located in northwestern Washington State and straddles both sides of the Cascade Mountain range just below the Canadian border. The park is comprised of 684,303 acres, 634,614 of which are in the Stephen Mather Wilderness area. Most areas of the park are remote and there is only one main road, the North Cascades Highway, which bisects the park. For this project the awarded contractor will be required to visit and work at many park property locations on both sides of the Cascades including the parks remote Stehekin complex, and the amount of time and effort needed to conduct field visits to each of the properties is somewhat extensive and should be thoroughly explored when determining the cost of this work.

Scope of Work and Schedule: Project Target dates are August 2019 to July 30, 2021. Please see the attached Scope of Work (SOW) document for specific project details.
Again, due to the remoteness of project sites, interested quoters are advised (urged) to carefully read the SOW (Logistics section) and thoroughly research pricing and related costs involved with transportation, lodging, camping, meals and verify scheduled ferry/barge runs, lodging availability, meal service etc., prior to submitting a quote!!
