This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 333314 (Optical Instrument and Lens Manufacturing) with a small business size standard of 500.

The Government requires the procurement of High Numerical Aperture Microscope objectives:

A. Atom imager, NA=0.6, 455-650 nm imaging (Quantity 4)
- The objective must have a numerical aperture of 0.6 and be mode matched to an optical fiber with numerical aperture 0.092 as defined by the 1/e^2 intensity distribution: NA = waist / Rayleigh range.
- The objective must be designed to work with the following distances for compatibility with equipment: distance from ion to glass: 11 mm. glass thickness: 4 mm. distance from glass to objective: 2.75 mm.
- The objective diameter should not exceed 60 mm. The rms OPD at 455 nm should be no larger than 0.08 waves rms. The rms OPD at 493 nm and 650 nm should be no larger than 0.072 waves rms.


B. NRE for opto-mechanical design details, component prints and system drawing (Quantity 1)


The Government intends to negotiate a sole source contract with Photon Gear, Inc., 245 David Parkway, Ontario, NY 14519.
 
The Government has determined that other companies' products and services do not meet, or cannot be modified to meet the Government's needs. Photon Gear is the only known manufacturer of the product an objective that can satisfy the requirements listed above. The ability of the objective to have high numerical aperture with a working distance of 11 mm and have to the output image be mode matched to an optical fiber is unique to Photon Gear.

This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to Tatyana.Verenich@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.

Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 Sep 2019.

A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
