SOURCES SOUGHT DESCRIPTION
This is NOT a solicitation announcement. This is a source sought/RFI only. The purpose of this source sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 339113 (size standard of 1000 Employees). Responses to this source sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this source sought, a solicitation announcement may be published. Responses to this source sought synopsis are not considered adequate responses for a solicitation announcement.

The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking sources that can provide hover jack air patient lift that at a minimum meets the following salient characteristics with brand name for the VA West Los Angeles Healthcare System:

Salient characteristics for Air Assisted Lateral Transfer Device:
Used for lateral patient transfer from one flat surface to another, and for patient repositioning
Weight Limit greater than 1000 lbs., safe work loads up to 1200 lbs. for vertical lifts
Mattress must be radiolucent and artifact free so patients can remain on the mattress for ancillary procedures such as Diagnostic Radiology (X-ray, Fluoroscopy, CT Scan), Nuclear Medicine, MRI, Radiation Therapy
Must be MRI safe
Must be Latex Free
Must be reusable, able to be machine laundered or wiped down with disinfectant cleaning solutions or wipes
Must be heat sealed
Available in variable widths, Standard Size 34 & bariatric size 39
Training and education of staff must be included

Description of Emergency Vertical Air Assisted Device (Hover jack)
The Emergency Vertical Air Assisted Device is used to assist patients/visitors that cannot get up after a fall, cannot ambulate or sit in a chair, and must lay flat, while being transferred in the hall ways and stair wells. The Evacuation Hover Jack, when inflated, will lift the person to waist height, keeping them flat, and allow them to be transferred laterally to a stretcher/bed or evacuated down a stair well without manual lifting or repositioning. This reduces the risk of staff members being injured from lifting and repositioning a person as well as preventing further injuries to the patient by keeping them at a supine position during transfer. It provides a way to evacuate patients safely and efficiently, especially for the patients who cannot be evacuated on a bed mattress.
The Emergency Vertical Air Assisted Device must be compatible/interchangeable with our current Hover Tech products (Hover Jack, HoverMatt, air supplies, and carts).

Salient characteristics for Emergency Vertical Air-Assisted Device (Hover Jack):
Weight Limit greater than 1000 lbs., safe work loads up to 1200 lbs. (544 kg.) for vertical lifts
Weight capacity up to 700 lbs. for stairwell evacuations
Self-sealing valves for each inflation chamber
Quick release deflation valves
Must be able to be wiped down with disinfectant clothes
Will not over inflate or burst
Must have multiple patient safety straps (leg, chest & shoulder minimum)
Zippered foot end pouch
Transport handles (foot, side and head areas)
Must have inflatable head-end wedge or pillow to improve patient s breathing and comfort
Tapered head-end to improve maneuverability around corners
Must be able to easily descend stairs with caregiver assistance
Training and education of staff needs to be included

Salient characteristics for Air Supply:
Adjustable keypad function that must be able to inflate both the air-assisted lateral transfer device and the emergency vertical air-assisted device
Must have a flexible connection between the hanger and the body of the air supply
Must have reusable or washable filter system
Must be CSA Certified UL544 standards
Must have hospital approved 3-prong plug
Variable speed motor
Non-Corrosive stainless-steel canister
Carry handle with hanger to hang on bed/stretcher

Salient characteristics for cart:
Cart must be portable on wheels with handle and be integrated in design and transport capacity (to store supplies and air unit)

(1) Please indicates the size status and representations of your business, such as but not limited to: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hub zone, Woman Owned Small Business (WOSB), Large Business, etc.)?
(2) Is your company considered small under the NAICS code identified under this RFI?
(3) Are you the manufacturer or distributor of the items being referenced above (or equivalent product/solution)? What is the manufacturing country of origin of these items?
(4) If you re a small business and you are an authorized distributor/reseller for the items identified above (or equivalent product/solution), do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified?
(5) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with NASA SEWP or any other federal contract? If so, please provide the contract type and number.
(6) If you are an FSS GSA/NAC or NASA SEWP contract holder or other federal contract holder, are the referenced items/solutions available on your schedule/contract?
(7) Please provide general pricing for your products/solutions for market research purposes.
(8) Please submit your capabilities regarding the salient characteristics being provided and any information pertaining to equal to items to establish capabilities for planning purposes?

If a solicitation is issued it shall be announced later, and all interested parties must respond to that solicitation announcement separately from the responses to this request for information. Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
