Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award contract actions to General Atomics Aeronautical Systems (GA-ASI), Poway, CA (Cage Code 0YJB5) for Contractor Logistics Support (CLS) services supporting Government-Owned / Government-Operated (GO/GO) MQ-9 Reaper air vehicles and a Dual Control Mobile Ground Control Station (DCMGCS) during FY20-FY22.  The contract will provide logistics support, maintenance services, supply chain and spares management, and sustainment services to ensure the air vehicles and DCMGCS are mission capable. 

 

GA-ASI is currently providing logistics support, maintenance, supply chain and spares management, and sustainment services for Contractor-Owned / Contractor-Operated (CO/CO) MQ-9 Reaper air vehicles and the DCMGCS. 

 

This action is being awarded on a sole source basis to GA-ASI in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements."

 

Without the highly specialized services provided by GA-ASI, the United States Marine Corps  would be unable to operate the GO/GO MQ-9 Reaper air vehicles and its associated ground components in the necessary timeframe.

 

Delaying the procurement to develop an alternative source capable to providing the necessary logistics support, maintenance, supply chain and spares management, and sustainment services for the air vehicles is impractical and would prevent meeting the schedule requirements set forth in Urgent Universal Needs Statement (UUNS) #17221UC.

 

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained.
