1. Position Title: Global Health Security Agenda (GHSA) Advisor 2. Market Value: GS-15 -$106,595 - $138,372. Final compensation will be based upon the candidate past salary and work history, experience, and educational background of the successful candidate. Salaries over and above the top of the GS15 pay range will not be entertained or negotiated. Post differential is currently at 30 percent. 3. Place of Performance: Kampala, Uganda 4. Period of Performance: Two year contract. 5. USAID/Uganda seeks to employ a U.S. (U.S. and Resident Aliens) offshore or resident in Uganda Personal Services Contractor to serve as GHSA Advisor and will be responsible for ensuring the well‐coordinated and effective program implementation of the USG GHSA portfolio in Uganda, as well as providing executive‐level representation of the USAID portfolio on behalf of the USG. The GHSA Advisor will be responsible to lead and coordinate a complex multi‐sectoral, portfolio, providing administrative, technical and representational support to the portfolio as required. 6. Education: Master’s degree or higher is required with a preference for candidates with a Medical Degree, or Ph.D. in public health, infectious diseases, epidemiology, ecology, veterinary medicine or related field. 7. Work Experience: At least eight years of progressively responsible experience planning, managing, monitoring and evaluating, or implementing development programs at middle management or higher level is required; Experience related to infectious disease prevention, detection and control in public health sector is required; Working experience of technical and programmatic principles underlying emerging infectious diseases and/or GHSA is required; Previous experience with an international agency, organization, academic institution or NGO is also required. 8. Job Knowledge: In-depth knowledge of the concepts, principles, techniques and practices of development project management including planning and monitoring is required; Knowledge of the One Health approach and principles of infectious disease prevention, detection, and response are required; Knowledge of developing world health systems is required.  Knowledge of East Africa or Uganda health systems highly desirable. 9. Skills and Abilities: Demonstrated ability to work well as a member of a high performing technical team; Ability to develop relationships and maintain access to points of contact among members in government circles at a working level; Ability to establish and maintain relationships with senior ministry officials, USAID implementing partners, and other USG partners and agencies; Must possess sound judgment, diplomacy skills, and tact; Demonstrated ability to analyze, evaluate, and assimilate complex, multi-sectoral information.  Demonstrated program management skills; Ability to take up interchangeable roles, prioritize and multi-task; Ability to problem-solve challenging situations, as well as sound judgment to know when to engage others to resolve issues; Excellent written and oral communications skills; Must communicate effectively and concisely, through oral presentations, briefings, reports and correspondence to a variety of technical and non-technical audiences; Ability to quickly learn and apply USAID roles, functions, and administrative requirements; Competence in MS Office software programs, as well as general computer and internet skills; Ability to file and maintain accurate records.   10. Language proficiency: Level IV English; excellent English language oral and written communication skills are required. 11. The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. Evaluation Criteria:  Quality Ranking Factors (QRF) - Candidates must address and will be scored and ranked based on the following selection criteria: 1. Education (Pass/Fail): Applicants without a relevant degree will not be considered for award or proceed forward in the evaluation process. Master’s degree or higher is required with Ph.D. in public health, infectious diseases, epidemiology, ecology, veterinary medicine or related field. 12. Introduction:  USAID/Uganda is seeking qualified candidates for the position of Personal Services Contractor (PSC) - Global Health Security Agenda (GHSA) Advisor.  This position will be the senior ranking position in the Uganda Office for Health and HIV for GHSA, under the supervision of the Deputy Office Director of USAID/Uganda or his/her designee. The incumbent will work closely with USAID/Washington, USAID/East Africa, the US Embassy/Uganda, USG Interagency in Uganda, and the Uganda PEPFAR Coordinator, as key stakeholders to oversee USG health investments in Uganda. In addition, the incumbent will be the senior representative of USAID GHSA programs to the Government of Uganda. S/he will also provide technical support to the USG GHSA team in Uganda and help manage GHSA implementing partners on the ground. Placement of a Senior GHSA Advisor in Uganda will fill a critical role for USAID to meet the expectations of the White House and Congress for rapid, effective, and coordinated implementation of the GHSA. The senior level GHSA Advisor will work closely with other USG partners to ensure effective interagency coordination, particularly with the Centers for Disease Control and Prevention (CDC), the Department of Defense (DoD) offices providing support for GHSA implementation (DTRA’s Regional Cooperative Engagement Officer), and the State Department. The GHSA Advisor will be expected to liaise appropriately and to provide senior representation in‐country on USAID’s efforts in Uganda on a regular basis. Representation and information sharing will be at high‐level meetings and events, both within the embassy and the broader interagency, and with external audiences, including the host government Ministries and the Prime Minister’s office, Ugandan and international academia, the UN, other embassies, development partners, civil society and the humanitarian assistance community.  Representation will extend to a regional role since many of USAID’s implementing partners have their regional offices located in Uganda. The GHSA Advisor will serve on the USG inter-agency health team in Uganda, in particular, as part of the GHSA Technical Working Group, liaise with other USG department and agency programs and activities in Uganda that align with and/or support Uganda’s five-year GHSA Roadmap. S/he will oversee the USAID GHSA project activities with a combined life of projects budget of $22 million. Additional responsibilities will include participation in GHSA Interagency Steering Committee meetings/teleconferences. S/he will represent USAID in all relevant interagency and other donor GHSA coordinating mechanisms in country to ensure USAID programming: is fully aligned with Uganda’s GHSA Roadmap and annual work plan; is contributing to the advancement of building in-country capacity; and is responsive to the country’s context. Additionally, s/he will liaise with USAID Washington teams, specifically USAID Bureau for Global Health; the GHSA Lead, and Africa Bureau Office of Sustainable Development’s Health Division. S/he will ensure that the Mission’s planning, response, and reporting on GHSA is carried out in accordance with USAID, CDC, DoD, and State Department directives. Finally, the GHSA Advisor will communicate directly with the USAID’s GHSA Lead to share lessons learned, both at regional and national level, and will ensure those lessons are adapted into existing programs. This position will be the main point of contact between the agency’s GHSA Lead and Uganda and will contribute to congressional reports, briefers, and other communication requisites with the IPC and the White House. MAJOR DUTIES AND RESPONSIBILITIES: The objective of this position is to provide leadership and representation of the USAID/Uganda presence, focused on GHSA. Successful completion of this objective will require working with a wide array of USG partners, UN partners, local government ministries, other donor partners, regional economic bodies, international organizations, non‐governmental organizations, and implementing partners. The highest result is rapid, effective, and coordinated oversight of GHSA action packages.  The GHSA Advisor, working with the USAID Uganda Health team and USAID/Washington will provide management, coordination, technical and representational expertise to the USAID/Uganda Office with a key focus on achieving results under USAID’s GHSA portfolio. The GHSA Advisor will liaise with the Bureau for Global Health in Washington, DC. S/he will ensure that the Mission’s planning and response to GHSA is carried out in accordance with the Agency and State Department directives. Further, the GHSA Advisor is the senior GHSA representative for USAID at post. The responsibilities of this position include: --Oversight and management of the USAID‐funded GHSA program in Uganda for successful implementation of multisectoral activities to achieve results on the country roadmap leading USAID’s participation in development dialogue at all levels with host country stakeholders; --Coordination with the US Embassy and the Government of Uganda on policy and administrative reform efforts impacting USAID assistance programs; --Working in close coordination with the USAID/Washington team to identify and address technical programmatic or other support needs for the country team and relevant programs; --Represent USAID interests with the interagency and UN partners; --serving as the primary USAID liaison for GHSA donor coordination. The GHSA Advisor has the responsibility to ensure that all administrative and accountability requirements related to USAID operations are conducted in compliance with Agency Regulations, policies, and procedures. The GHSA Advisor will consult with Financial Management, Contracting, Executive Office and Legal Officers of USAID/Uganda as needed to ensure compliance. 1) USAID Representation and Coordination (50% LOE) a) Facilitate the coordination of USAID and USG‐funded activities in Uganda broadly ‐ this includes CDC and DOD‐funded work to ensure the most cost‐effective, and diplomatic approach to supporting the government of Uganda and USG goals under the GHSA program. b) Facilitate coordination of USAID implementing partners in Uganda – including through regular partner meetings, trouble-shooting, tracking activities, ensuring success stories are distilled and disseminated; also ensure that all USAID implementing partners are compliant with USAID regulations and contractual agreements. c) Reinforce the role of the Government of Uganda to establish and maintain a coordination network among partners in the country whose activities are related to GHSA activities. Such partners include: bi‐lateral donors, UN entities (WHO, FAO, OIE, etc.), National governments and their relevant ministries, private sector, international and local Non-Governmental Organizations, etc. And monitor Government of Uganda leadership of the implementation and monitoring of the GHSA Roadmap. d) Develop and maintain relationships with relevant ministries and the Prime Minister’s office in Uganda to ensure that resources and technical advice can be coordinated and provided. e) Ensure cost effective coordination of GHSA activities within the broader USAID portfolio: seeking economies of scale, and opportunities for leveraging resources. This includes opportunities within other development programs. f) During disease outbreak situations ensure that GHSA assets and technical support are tightly coordinated with interagency leadership in supporting the national government. g) Seek opportunities to bring new partners into GHSA programming, including private sector or other donors. h) Serve as the main Point of Contact for USAID GHSA activities in Uganda. i) Represent USAID Activities in Uganda to the US Embassy in Uganda and other USG Departments or Agencies in‐country (DOD, HHS and State primarily, but also USDA and others) and serve as the USAID GHSA representative on the Interagency Health Team for the Embassy. j) Lead communication on GHSA matters including responding to taskers and inquiries from Washington, contributing to the congressional briefers and the annual GHSA report to congress, and represent USAID /Uganda programs to VIP visitors to Uganda in coordination with USAID/Uganda. k) Represent USAID programs in Uganda to the Government of Uganda in coordination with the US Embassy and/or USAID/Uganda. l) Represent USAID/Uganda for donor coordination and involvement with other development stakeholders including other related and pertinent representation of the USAID portfolio in Uganda as needed. 2. Coordination, management and technical input for GHSA activities in Uganda (25% LOE) a) Serve as the USAID Activity Manager in Uganda for GHSA field support programs and the Neglected Tropical Disease program, working closely with USAID/Washington AORs to review and provide technical input into activity workplans, budgets, implementation activities, regular reports, administrative approval of vouchers, as well as conduct intensive field monitoring visits to ascertain progress, identify delays and develop solutions.  b) Closely coordinate with the USAID/Uganda Office of Health and HIV/AIDS (OHH) members to ensure that key population groups, hard to reach populations and others are engaged through innovative planning, program design and implementation that would ensure effective integration of GHSA activities within the broader Office of Health and HIV/AIDS portfolio and the Mission’s Integrated Country Development Cooperation Strategy (CDCS 2.0). c) Coordinate and identify leveraging points with other activities within the development portfolio as guided by CDCS 2.0 (e.g. economic growth, democracy and government, refugees, environment, education, agriculture and others as appropriate) as they relate to GHSA, including planning and procurement of supplies, community services, social marketing, capacity development, communication, monitoring and evaluation, human resources for health and health systems strengthening. d) Ensure that all projects are compliant with USAID regulations, reporting and other requirements. Develop and support budget planning and financial reporting of USAID programs in Uganda. e) Represent GHSA activities in Uganda as appropriate to USAID/Uganda, USAID/Washington, regionally and within the USG. f) Support development of USAID/Uganda indicators and performance monitoring plan as it relates to GHSA. Monitor progress according to this plan, including compilation and analysis of indicators. g) Facilitate the liaison of GHSA implementing partners with the Government of Uganda and other USG offices and their partners to facilitate coordinated implementation. h) Liaise with USAID/East Africa on regional GHSA efforts as needed to ensure best implementation and coordination of activities. i) Document and track lessons learned in Uganda, which will help guide the implementation of the GHSA program. This includes writing cables, and working with the Director of Communications (DOC). 3. Technical Advice on Infectious Disease Surveillance and Response, and GHSA policy implementation (25% LOE) a) Provide information to USAID/Uganda, USAID/East Africa and USAID/Washington on infectious disease preparedness, prevention, detection, and response context and capacities in Uganda, including zoonotic diseases, One Health approaches, and Global Health Security. b) Lead efforts with USAID/Uganda country team to engage in high‐level advocacy and technical dialogue with various ministries from host government to ensure effective USAID support to the implementation of GHSA in Uganda, including advocacy to promote a One Health approach to addressing existing and emerging pandemic threats. c) Represent USAID/Uganda to high level USG diplomats and VIPs, Senior Government of Uganda Officials, and other external partners as appropriate on technical matters regarding infectious diseases with little or no supervision ‐ this includes both speaking and written. d) Provide technical support/guidance to the host government during the Joint External Evaluation scheduled for June in Uganda; the outcome of which will inform revisions for an effective and improved roadmap to achieving GHSA targets. e) Keep abreast of new developments and emerging issues that affect USAID and GHSA via literature review, conference/meeting attendance, as well as participation and facilitation at workshops, and relevant training events. f) Share relevant information and recommendations with USAID and other USG colleagues. This includes current information on outbreaks globally and in the region. g) Technical representation on One Health Working Groups.
